File this under why didn’t we think of that before, but Governor Rell is sending DOT workers to help clear out debris that is the cause of some residents to still be without power. A look at the chart as of 7:05 Thursday night.

If a tree topples into a city street, just whose responsibility is it to clear away? According to an official memo from the City of Norwalk, it is the property owner’s responsibility to clear the tree. That might come as news to some, when early road clearing activity had City workers cut trees blocking city roads and left the debris to the side of the road.

Tom Hanrahan, age 82, lies in a bed at Norwalk Hospital, victim to a speeding car hitting him as he crossed Keeler Avenue on February 20, 2010. For over a year, Hanrahan along with his wife Georgina, have been requesting that the City of Norwalk address speeding cars in their neighborhood and specifically a sign warning drivers of hidden driveways just past the curve on Keeler near Flax Hill Road.

Will Norwalk meet Federal Aid thresholds? No one knows, and in order to find out the city’s office of emergency management wants to find out. To do so, they’ve created an assessement survey, oddly entitled, Pre Disaster Assessment survey. But hey, give Michele DeLuca credit, she used SurveyMonkey to get a quick online survey done, er, quickly.
Federal and state aide for both residents and the City of Norwalk get triggered as a result of the total monetary damage incurred. Mayor Richard Moccia made an automated robocall to alert residents to the need to assess the damage city-wide. All the data needs to be tabulated and assessed in order for the City to turn its report by March 22nd. That means, get cracking. Assuming you have power. But you can still use your mobile, especially if you’re reading this.
How is it that the Norwalk Federation of Teachers thinks that teacher layoffs are a preferable alternative to postponing raises and/or longevity increases? The usual dance over “budget cuts” versus flat spending is taking the first spin out of the BOE ballroom.
Interim superintendent Michael Nast outlined proposed areas where spending changes can achieve the flat budget. Originally, the BOE had proposed an increase to last year’s budget of about $5 million. Once the Common Council voted on the cap, that set things in motion for the BET to hold firm on the no increase.

Quinnipiac put a poll in the field March 9 through March 15th, and today released a statement on the results:
Among Democrats, 44 percent of voters are undecided, while businessman Ned Lamont gets 28 percent to Stamford Mayor Dan Malloy’s 18 percent. No other candidate tops 4 percent.
As I’ve said elsewhere, polls this far out aren’t terribly meaningful in terms of head to head match-ups and, as others have pointed out, with 44 percent undecided this is still wide open.
What I find interesting about this poll is that Malloy hasn’t spent a dime on paid advertising, it has been all earned media. And Malloy and the campaign has really earned every bit of it, by being the hardest working candidate that I’ve ever seen, putting out substantive statements all the time, offering tons of video, regular email updates to supporters, and so on.
Malloy’s vote share has moved 7 points without spending a dime. Ned hasn’t spent any money on paid media either, and he’s moved but a point. That tells me that the Malloy campaign’s focus on issues, on shoe leather campaigning, on direct contact with the voters, is working. The time will come for paid media, and when it does, Malloy will be competitive.
As far as it goes, this is good news for Malloy.

For lower Fairfield County, Mitch Gross of CL & P provided the staffing breakdown through yesterday.
Saturday 0
Sunday 200+
Monday 225 in the morning 250 by end of day
Tuesday 300 line crews 130 tree crews.
The breakdown for Tuesday 135 are CL & P line crews, the rest are imports from other states.
Each line crew is a two person crew.
The story running in The Day is that union line workers are complaining that shifts were cut to avoid overtime. They claim that in prior storms they’ve worked 17 or 18 hour shifts. According to Gross, the policy for CL & P is 16 hours on 6 hours off.
