Bysiewicz Eyes 2012

Things are all set for the Friends of Susan announced press conference in Middletown Wednesday at 11 am, where presumably Susan Bysiewicz will jump from the Gubernatorial race to the Attorney General race. As the chess moves get made over on the Democratic side, we look forward to the potential leading contenders for the State’s highest elected office to quickly become a Stamford on Stamford affair.

2010 Annual Report on Connecticut Not Following GAAP

Each year I bemoan the voodoo budget the state legislature manages to formulate out of fantasy numbers. This year, sadly, the same. The legislature must adopt GAAP. Connecticut is still using a modified cash accounting system which allows the legislature to “balance” its budget while actually spending beyond its means. The chief trick? Recognizing revenue prematurely. Even with the huge deficits we see today, there are still expenses put off to future that shouldn’t be.

Since 2007, when State Comptroller Nancy Wyman made a play to get the Governor and the Legislature to adopt GAAP, Wyman has been quiet on the subject. Yet, buried within her monthly press releases about the state of the budget, are gems like this:

Why Cafero Won’t Run For Governor

Larry Cafero officially announced that he has no plans to run for Governor but that he plans on keeping running for re-election as State Rep and as Minority Leader. They why isn’t all that hard to figure out, why would anyone want to run for Governor of Connecticut these days? The projected deficit for 2011-12 is $3 billion. The  legislature seems incapable of figuring out that somehow revenues needs to be raised, expenses need to be cut and the state has to steer itself into the 21st Century.

Rell Says No To Governor’s Run

The race for the Governor’s office in Connecticut is wide open now. M. Jodi Rell announced officially today that she would not be seeking re-election. This means that the scramble for the Republican nomination is wide open. Lieutenant Governor Mike Fedele has said privately that he intends to seek the nomination. But so has Minority Leader of the House Larry Cafero. Then there’s the senator wannabees that might take another look, such as Rob Simmons and even Linda McMahon.

For now though, it looks like Cafero and Fedele are the front runners. Both hail from Fairfield County, leaving them open to a challenge from upstate from someone like Rob Simmons, a former congresscritter.

Rell Playing Fast And Loose With Mass Trans Budget

The Hour reported earlier today that a budget cut itemized in the state budget will result in bus and train fare increases. The man who inspired solitaire play in the Legislature had this to say:

State Rep. Larrence Cafero, R-142, called that passage “another reason why I voted against this budget, and said some last-minute money juggling from the Democrats produced a $15 million shortfall in bus and rail subsidies.

“My prediction is there will be a rate increase (Oct. 1),” Cafero said. “Where’s that other $15 million coming from? I asked the author of the budget that very same question, and he didn’t have an answer.”

Latest On State Budget

A picture says a thousands words, so while the House and Senate passed the state budget, the details alas, will require time to digest, and who knows if Rell will sign the thing. But if you’re Larry Cafero, or a Republican who thinks that your voice is being heard, I think solitaire players of Connecticut beg to differ. Sort of like the Connecticut legislative elections in general, the Republican lose seats and the population elects legislators who get to play solitaire. UPDATE: Rell says no signature but no veto either.

No Budget For Old Pols

Maybe it’s that with all the rain we’ve gotten Rell and the legislature feel comfortable with that rainy day fund. The state continues to operate under executive order spending, and all the usual suspects have something to say about the budget.

Susan Bysiewicz: “…we as Connecticut citizens should be appalled and outraged by the irresponsible games being played by our Governor as we’ve just entered our second month into the new fiscal year without an adopted budget for the next biennium. Currently, Connecticut is one of three states that has still not adopted a state budget.

Exploring Larry.

Governor Rell’s flip-flop back flip on the Senate vacancy bill – which cans the Governor’s power to appoint the replacement for a Connecticut US Senate seat vacated mid-term in favor of a special election – has exposed the rift the chasm between the occupant of the only major Connecticut office held by a registered Republican and her Party.

Connecticut House minority leader, Norwalk Representative Larry Cafero, after a moment of mum, has been quoted in the press making some rather candid statements of his views on the matter.

”Maybe she completely changed her mind,” Cafero said sarcastically, rattling off a list of potential explanations. “Or her phone broke. Or she forgot that 48 out of 49 members of her own party, at her office’s request, spoke for over five hours in opposition to a bill that we felt was a direct slap to her personally because it took effect during her term.”

”It was clearly a political move,” Cafero said of the Senate vacancy bill. “She said it was. For her to today sign that was a complete about face of which we had no prior notice, so I guess you’d have to ask her why.”

This has sparked renewed speculation about the Cafero’s intentions for next year, bolstered of course by his website:

I am exploring greater opportunities to serve the city I cherish and the state I love. My commitment to Norwalk has never been stronger…our shared efforts on behalf of Connecticut’s future have never been more needed. — Larry Cafero

Where he might be headed may be problematic, since the CT04 Congressional nomination will be going to State Senator John McKinney (Fairfield, Easton, Newtown, Weston), and there is already a knot of Republican aspirants considering a run for Chris Dodd’s seat next year.

But depending on what M. Jodi Rell decides to do (or not) in 2010, and what happens in the under-ticket on the Democratic line, a run statewide may well be in the cards for him. Ironically, any such bid might pit him against Democratic State Rep Spallone (Essex), the vacancy bill’s principal sponsor, who has announced his interest in exploring a run for constitutional office.

One might wonder whom the Republicans and the Democrats might nominate to replace Larry in the House next year?

What is Larry Cafero Thinking?

There are many occasions, where I wonder what our Norwalk legislative delegation is thinking about. Clearly, in the face of a suffocating $8 billion dollar deficit, you would hope that they would be thinking about how to cut expenses. As Minority Leader of the House, Larry Cafero gets lots of ink time. So we start with his latest comments on decriminalizing the possession of less than half an ounce of pot. Call it the martini equivalent.
