BOE Meeting Highlights

Tuesday night’s BOE meeting was not without the usual fireworks, this time centering on Corda’s relationship with Magdalia Rivas and his decision to hire Karen Lang to sit on principal reviews. Rivas apaprently has issues with Corda’s unilateral move. Rivas was also upset becuase Corda, via email, informed her that her request for some report was inappropriate.

Bobby Burgess sent an emissary to read a letter to the BOE, blasting the District D Democrats and Greg Burnett for alledging that Rivas is “friends with Jack Daniels” and referenced that her slurred speech was actually due to a topical tooth medication.

This ladies and gentlemen, is your BOE at work.

So why is Karen Land back? Well, there’s quite a few vacancies right now, and at least according to the Advocate:

Lang has been working to help her replacement, former Director of Secondary Education Tony Daddona, move into the position, Superintendent Salvatore Corda said. She also sat in on interviews for elementary school principals.

Lang is being paid $750 to $800 per day. Corda said she has worked “a few days” but did not have the number.

Lang earned a $225,668 salary last year.

Lang’s per diem rate is covered by the salary that was set aside for the new position being created by combining the directors of elementary and secondary education, which isn’t filled yet.

Corda said Lang’s work with Daddona was expected as he settles in.

“We’ve done this on any number of occasions in the past,” Corda said.

Sitting in on the principal interviews also is important, Corda said.

“There’s kind of a dynamic that takes place in those interviews between the superintendent and assistant superintendent,” Corda said. “I wanted to give Mr. Daddona the opportunity to see the kind of interaction that occurs.”

Greg Burnett, chairman of the school board’s Finance Committee, said he did not see a problem with having Lang work for the district while several administration positions are vacant. Whether Lang should be involved in interviews should be up to the superintendent, he said.

The BOE should operate in a non political way, so its distressing to see gadfly Bobby Burgess dragging in complete political nonsense into a BOE meeting. If Rivas had a problem with what Burnett may have said, they’re adults, they can resolve issues themselves. As for what District D Democrats have to do with the BOE, perhaps Burgess should address those types of concerns in his town committee meeting.

The policy issues that were approved included a temporary policy to allow Norwalk resident teachers to have their children attend the same school they teach at.  They also approved the price of school lunches being raised.

    The District B letter is par for the course with the Bobby Burgess crowd - everything’s political to them and that’s not going to change under his leadership.

    Using Karen Lang as a consultant is really the superintendent’s call. If Rivas takes issue with it, she’s really taking issue with Corda’s judgement but isn’t that part and parcel of the executive session that preceded Tuesday’s board meeting?

    Kimmel’s letter to the editor today says he’s rejoining the Democratic Party because the Board is more open and transparent and the committees are really working and getting things done. Well, they are sure keeping their dirty laundry front and center!

    I already commented this morning before this was up but I will again. The BOE has no one to blame but themselves. They went against Corda’s recommendation for the AS position when they hired TD. Now they want to know why he can’t do the job by himself - the superintendent didn’t feel he was the most qualified. I’ve already brought up the fact that he doesn’t have the highest certification. Someone on this blog (most likely a BOE member) always argues that point with me. But the schooling counts for something. They make you go for a reason. There are things you have to do at that level that you don’t prior to that. He isn’t prepared. How many other things is Lang helping him with? Interviewing is probably one of the easiest parts and something he should have done as a principal. He has a huge budget to manage. He has to do professional development for the entire district.
    I think it goes back to transparency. What is CO trying to hide? The BOE has a right to know exactly what Karen Lang is doing at $800 a day. They should know if they hired they right guy or the wrong guy.
    All taxpayers, not just parents and teachers, should be outraged at this turn of events. This is a waste of money for Norwalk. The BOE should be held accountable as they are the ones who went against the recommended choice for AS.
    To comment on Anonymous, perhaps Corda didn’t feel he had any choice but to hire Lang because he didn’t feel the person the BOE hired was up to the challenge. He was left in a situation where to get the job done, he had to hire a consultant. And yes, it was his judgement. Or maybe TD asked for help. We don’t know.

    The good news is that the BOE are no longer rubber stamps for Corda, and that the committee system has been restored. Much of this is thanks to Bruce Kimmel.The bad news is that they must learn how to work within the committee system and resolve conflict. Obviously Ms. Rivas hasn’t learned this yet, and notice that no one backed her up on her complaint.

    Looks like BOE needs more work with CABE on its Roles and Responsibilities.

    BOEs hire the Education expert for many reasons. Then he is their CEO and runs the company- they just make policies and see if the “stock goes up”. Turning the large ship around takes a large amount of both time and space.

    It always seems that BOE members are inundated from community members who feel they are the board’s constituents and pressure them to fix special interest that are often in conflict with the greater plan of the administration’s path to improvement.

    The board’s constituents are the students and the rules are Connecticut statutes. the board is the local arm of the state BOE, although elected locally. Too bad hte state does not fund the education. That would help complete the circle.

    A couple of points:

    1. My first suspicion is that hiring Dr. Lang is another example of Dr. Corda’s doing whatever he wants with the taxpayers’ money. I confess to the possibility that I am mistaken about that, but I am suspicious.
    2. I know of no other assistant superintendent in charge of curriculum and instruction who ever had a consultant come in to train him/her to do the job. Dr. Ramos did not. Dr. Lang did not. I very much doubt that Dr. Grey (Dr. Ramos’ predecessor) did. What is Dr. Corda telling the BOE?
    3. Dr. Lang interviewed the principals? She is the last person I would consult for advice on who might be a good principal for any of our schools. Principals have many roles, most of which require not only educational background, but also interpersonal skills. Dr. Lang is sorely lacking in the latter.

    Maybe Sal is being vengeful that his kicking and screaming didn’t get his way, and this bis one of his ways to try to cut the legs off TD. I am sure TD is pissed that Sal is cutting him out of the loop and I am sure the BOE knows this. TD has done numerous hiring interviews, and this is just another way for Sal to slap TD and the Board in the face. To paraphrase an old song, “Sal don’t go away mad, Sal just go away”.

    The BOE should realize Corda is doing them a favor trying to help TD look good in doing his job. And most members were smart enough not to argue the point because they realize they went against him in the hiring process. Don’t assume TD isn’t asking for help. It’s a big job with a big budget and a lot of things he hasn’t been trained to do. He isn’t the one with the certification and who was being groomed for the position.
    I wish I could retire and make $800 a day!! I too would like to know exactly how much money has been and will be spent that won’t be there for programs for Norwalk’s children.

    This is crazy. Is Tony asking for help? Or is Corda cutting him down? Is Lang worth the $800 per diem? We all know that the answer to that is NO. This is going to be bad. If this is going on now what is going to happen when Tony wants to do something when school starts? Can Corda hire Lang with out the approval of the BoE? So many questions all stemming from the mother of all questions…why did they pick someone for the ASI job that needs this kind of consultant? Let’s go back to Cambridge Reports…is this business as usual?

    Newbie, newbie, newbie…again and again, over & over. Let’s get this straight. TD HAS the required certification for the ASI position, has it sunk in yet? HE HAS IT! Please stop blowing smoke up everyons’s rear. It is so apparent that you wanted McCain. Well he didn’t get it. Will you please get over it already. And What a bunch of BS in that post #7 Newbie! If you’re so concerned with Sal needing to give adequate help for a depleted CO Staff, then why don’t you scream at Sal Corda to show up to work instead of what?? Golfing?? Yes, Newbie, Sal has been MIA on Monday’s & Friday’s for quite some time now. How nice it must be to have 4 day weekends and only show up for work 3 days! and late at that! Yes, yes. let’s all listen to Sal yap how “it’s only me and Tony who are doing all the work”. Please know what you’re talking about.

    Aunt Bertha, TD is NOT asking for help. This is Sal saying we are under staffed, yet Sal comes and goes as he pleases, takes a ridiculous amount of time off. You would think with such “under staffing” he’d be around a lot more to make sure business gets done, wouldn’t you? NOT!!! Sal is a lame duck who seemingly doesn’t care how our money is spent and on whom it’s spent. He’s making a half a mil for the next two years anyway.

    I’m sure Sal is using his time before his time is up. I’m sure you’d do the same. And yes, I did think McCain deserved the position for what he has done for Norwalk. I don’t think I have tried to be quiet about that. I have tried not to bad mouth Tony in the process because he is a nice guy. But I have made it very clear that being nice doesn’t necessarily make you best qualified. Now that seems to be becoming clear for others to see.
    Speaking of McCain, where was the article on CMT results? Is the paper now intimidated to do articles on Nathan Hale because they feel they somehow doomed him from the position? Pointing out the positives somehow made it seem like he was arrogant instead of competent?

    McCain is a good guy, he just didn’t have the experience TD had in numerous areas within the district.

    Gee, for $800 a day, Lang may get one more chance to do what she does best–introducing the golfer at Convocation. I wonder if Tony will have to take notes on how to do that properly. Buckle up, folks, it’s going to be an interesting year. Thank goodness the kids are immune from most of this crap. Speaking of the kids, where is the BOE statement on the CMT scores?? Wasn’t the golfer supposed to give a “report” at the last meeting?

    Uncle Buck,,Yes he did give a power point report at the last meeting. It showed over the last 3 years we have been improving but some grdes in certain subjects remained flat, yet when compared to the state results, they mirrored the same results. A few of these areas we were flat period. I’m sure if you contact Corda’s office, you can get a copy.

    Now Newbie, as I’ve stated numerous times, I’m sure you are a very good caring person (teacher?), but TD has this position and he has the required certification. You keep saying he doesn’t, and when you keep repeating wrong information, people start taking it for the truth. TD needs all of our support, especially in these times when we have a skeletal staff a Super who cares more about his playtime. I find it interesting that you give Corda a pass for “using up his remaining time”. With all the vacancies in CO and people in new positions, do you think Corda should be “using up his time”? Lots of serious decissions have to be made and he is off answering Tee-off times? Com’on people we need to pull together.

    Wow Aunt Bertha ..that’s a tall what if… The first thing that a leader would need to do is to get everyone on the same page and work towards the same goals. You need the respect of your peers & others if you are to suceed. For example, look at Corda. Last year at convocation, he was booed by the staff. Teachers for the most part have no respect for him or his minions and thus we have low morale. We need to work together and we need a Superintendent who is respected by teachers and parents if we are to pick ourselves up from this mess we are in. It’s hard to respect someone who shoves his agenda down your throat, never wants or seeks your feedback, is more concerned if the weather will be good enough to play golf tomorrow rather than show up to work on time, show the staff your concern by showing up at the schools with genuine interest and provide those you need to depend on with a worthwhile vision.

    Zip it are you certified to be superintendent? :) It seems like you have all you ducks in a row. I hope some one out there is reading. Also, I hope that teachers show to convocation. I think even if there is no respect left for Corda and his crew then we should at least show our professionalism. I like Tony. I hope he kicks Karen to the curb, as my students would say, so he could save us some money.

    Zip it, don’t be surprised if he gets booed again this year. The lame duck pep talk is the toughest of all. What can he possibly say to lift this staff short of “I’m leaving” that would buoy us up? Tony, McCain, the rest of administration, and a top-notch teaching and support staff still has to deal with him AND Lang redux. He’d be better off putting it on video and letting everyone watch it on first day faculty meetings. On an earlier thread, some were expressing their disdain for attending Convocation. This is one year you might not want to miss it.

    Uncle Buck, what do you think would happen if Tony went to the next BoE meeting and said point blank he did not need Lang’s consulting? I think it would be a good move to show the NPS staff that he does get IT. Corda will then become the second hand man and Tony will become a more favorable Player.

    I don’t doubt for a second that TD will do a fine job at hiring principals. What will be challenging is lack of candidates at this point in the school year. Most schools have finished hiring from the group available. I notice there are only 2 principal openings - let’s get Steve Jarvis in to cover one, and a sub principal in to cover the other - so that TD has some time. Regarding Dr. Lang, I HOPE the BOE asks for the following: Concise description of what she’ll be doing for NPS; what data will be gathered and shared with the BOE to measure her peformance; number of hours she will be hired for this year and projected cost. Hey, I think she should be held to the same level of effectiveness and accountability that every classroom teacher in Norwalk is held to.

    Aunt Bertha, a great suggestion, but Tony is a good soldier and will not rock this boat, especially if he knows that the golfer’s days are limited. Tony did not get to his current position by being a rabble rouser, but he is saavy enough to know how to navigate these waters. He knows that there is absolutely nothing that Lang can “teach” him about this position. Don’t be surprised if he is very open about all this when the stables are cleaned.

    I think it is definitely a case of Sal putting Tony in his place. Tony is probably more capable of hiring good candidates than either Sal or Karen. Heard that some of the parents at NHS on the last committee did a better job of researching skeletons in the closet of candidates than Lang. Heard that at one point Lang had found the “perfect candidate” for NHS until parents did their research and shot him down after finding issues about him.

    Zip it, going back to #15, I have never said TD did not have the required certification for AS. I have simply stated that the BOE did not hire the most qualified person because McCain has a higher certification as he is certified to be a superintendent. I have always questioned why the BOE would not want the most qualified person. I am not trying to muddy the waters at all. I am very careful with my wording. And stating that Corda is probably using his time before it’s time to go is hardly giving him “a pass.” I don’t see how you could equate making the statement with condoning the behavior. They are not one in the same.
    What I do have a problem with is a district spending an unknown amount of money to pay the retired AS to do a job someone else was just hired to do. I think Karen Lang has no business being in CO. Tony was hired. Let him do the job and stop wasting Norwalk’s money.
    Anonymous #12, have you ever seen McCain’s resume concerning his curriculum and instruction experience or are you assuming? Just wondering why you would make such a statement considering the turn around at NHMS.

    Mr. Burgess–I knew Jack Daniels, Jack Daniels was a friend of mine, and Ms. Rivas never was a friend of his! (BURP!)

    I’m curious. In all the discussion here, nobody has ever listed McCain”s qualifications other than this certificate, and his three years at NHMS. What else has he done outside these three years?

    Why don’t you go ask him or go ask at CO to see his resume. It may be a matter of public record since he just applied for a job. If it isn’t for personnel reasons, he would probably be happy to share the information with you if you asked.

    Newbie I think to move forward we have to leave behind the would have, could have, should haves. I think the best way we can do this is by supporting Tony and his efforts to rid the NPS of the undesirables like Lang and Corda. I like McCain and hope the future holds a superintendent position here in Norwalk.He is qualified and motivated something we have not seen in a long time.

    I agree and that is why I said keep Karen Lang out of CO and let Tony do his job. I think it is an outrage that CO is wasting money that could be used for better purposes - like education.

    Hey Tony, if you are out there reading this, we want you to do well. Don’t let them sneak up on you and get you in the back. The sooner you get rid of Lang the better you are going to look. Call on those you trust to help. I bet there are a few that would gladly pitch in if they knew Lang was gone.

    Anne Sullivan: Are there still two unfilled principalships? I knew about Silvermine. Has Fox Run not been filled?

    Surely there are retired Norwalk principals who would happily return to Norwalk to fill in.
