James Ellroy writes some killer crime fiction. LA Confidential. The Black Dhalia. Modern Classics of noir crime genre. He never wrote about the Cleveland Torso Murders, even though you had Eliot Ness and the the flats of Cleveland to work with, mostly because Ellroy writes about LA, and crime, and messy acts of violence and investigation that chase the drama around real life stories And it’s Ellroy at his noirest that I think of when reading about the crime scene investigation of the shooting on Flax Hill. Let’s start with this Hour report:

Police would not release the victim’s name, but evidence discovered at the scene by The Hour indicates the victim is Jermaine Devon Smalls, who is listed in serious condition at Norwalk Hospital.

A piece of mail addressed to a South Norwalk post office box belonging to Smalls and a blank employment application stained with a 1 3/4-inch-long bloody fingermark were turned over to police by The Hour on Wednesday.

So we are to believe that in this modern moment, in real life, crime scenes are not secured, and that roving reporters can discover evidence, and then pick up said evidence to turn over to the Police and casually write about it in the newspaper?  No thoughts about chain of custody evidence? After the OJ trial? No thoughts about preserving details about the investigation? And then there’s this passage:

Detectives at the scene would not confirm that Smalls’ attackers fired from, or fled in, a car, but police radio traffic immediately following the shooting alerted patrols to be on the lookout for two suspects in a white, two-door Toyota Scion or a similar-looking sport utility vehicle.

Maybe its just me, but I sort of expect that details be somewhat accurate in the old radio alert lookout stuff. Toyota does indeed own Scion, but Scion is the Make and the model, if we are to believe the sport utility looking vehicle jargon, would be the XB.

Ellroy, knowing nothing about Norwalk, would have a field day.

    OK, here is the story. Returning from Rowayton last Wednesday night around 9 PM, and arrive at Martin Luther Drive and the area of Franklin Street. Traffic was stopped in all directions and there were about 6 NPD officers taking measurements on the street in all different directions. About 4 NPD cars were on the scene. When we were finally allowed to start moving it appeared that a 2nd district power lift truck had hit what appeared to be a Cadillac Escalade SUV. The SUV was crushed up against the stone ledge on MLK and was totally caved in from bumper to bumper, the street light pole was lying across the road and the road was littered with auto parts. NOW I am not sure if the SUV was hit by the power truck or if the truck was there just to start working on the power lines. There may have been 2 cars involved or the SUV was T boned by someone else, and I am not sure if an ambulance had come and gone already, but in any case it was a good sized accident and there was an awful lot of measurement going on which usually indicates a serious crash with injuries. THE THING I DON’T UNDERSTAND is I did not read about it in the papers, hear about in on the radio or see it on News 12. WTF, they report about accidents that happened 25 miles away and are nothing compared to the one I saw. HOW COME? ANYONE HEAR BOO ABOUT THIS ACCIDENT?

    No….but given the shooting that happened this past week on Flaxhill, who knows? Send all these kids to the mid west for a fresh air fund trip for a month or 2 and crime’ll go down in Norwalk. Wanna bet? They could all work somewhere picking farm produce or help with the farm animals. Our shoppong bills would be less, parents would be THRILLed that their kids are out of their hair for a while, etc.

    city’s third drive-by shooting in seven days the fourth and fifth last night,one at washington village and another at Roodner court.Let the facts on Norwalk be released most of us don’t care about LA ect.

    What a great idea! Yes, it would be like the “Fresh Air Fund”, mandated by the government. Just listen with an open mind for a moment.

    Could you imagine sending evey kid from, say, 10 to 15 out somewhere to a farm of some kind? Picking produce, or helping with the farm animals? I pick that age because these very kids are the ones who I’ve seen on the streets because (1) they’re bored and have nothing to do; (2) their PARENTS aren’t watching them (Maybe the parents should join the kids on the farm as a punishment for having kids); (3) it would lower crime; (4) They’d come home with an appreciation for where our FOOD comes from. Do you know that some kids have NO IDEA that chickens lay eggs?!?!? Pathetic. THese parents don’t take the time to talk to their own kids. Well, they’re too busy. My parents talked to me. But that was in the day….
    And (5) it would be QUIET on the STREETS at 10 p.m.
    OK, beat me up one side and down the other if you want…..it’s JUST A THOUGHT, which is what this site is ALL ABOUT….our thoughts and opinions.

    Its tragic what has happened to the Norwalk pollice dept,orders from the top brass has made them all look like idiots.Crime scenes the last couple of months have been poorly treated dogs from as far as way as Trumbal have come to Norwalk yet our own dogs are at home sleeping.

    Detectives work bankers hours,police chief using his stationary to send out polls by professers who don’t belong to the Norwalk police dept for unbiased results ,seems our city is grasping at straws,just hope their not using them in the evidence room then again that must be empty.

    The police dept made sure no information was given out seems it was sensitive, not even our own councelors are in the loop anymore they too have been shown the door by Rillings.

    Maybe its time we all start complaing about our city,everyone else is finding out what kind of chaos actually exists.WTNH said Norwalk police was uncooperative couldn’t supply car descriptions of shooting yet everyone else has them.Outside police agencies are seeing the problem maybe Rell should of sent strings with the money maybe the state police should come in and take some things over they have in New Haven,Hartford ect maybe its time we see another logo driving around the city we need it.

    What counselors are “our own counselors”? No one has access to information on an crime that is being actively investigated unless the police feel that making the information public will enhance their ability to solve the crime.

    A quick call to a police friend of mine confirmed my suspicions. Detectives in Norwalk do not work banker hours. There are Detectives on duty from 8am until midnight seven days a week. Their schedule rotates in a system I didn’t quite understand, but he said that there are 3 squads that rotate days off and shift times. I asked about the overnight hours and he said that Detectives are called in for major events that cannot wait for morning. We talked about an overnight shift. Apparently this would have to be negotiated with the Police Union as the hours are contractually obligated. He said that there are about 10 Detectives assigned to Major Crimes, with 3-4 per squad. An overnight shift would require 4 squads and would reduce that number to 2-3 per squad. When people are on vacation, that would leave 1 man detective units, so more Detectives would have to be hired in order to cover the overnight hours.

    #8 so what, the city needs help and no where have I seen a slight sloution for tonight.

    This has been going on since when the contract was signed? Do we wait for the next contract?

    Did you ever think another police officer is saying bankers hours?

    Defend them the rest of us won’t.

    If you have the answers to obvious problems tell Rillings and Moccia they are the ones out of touch.

    We heard this garbage at the East Norwalk meeting so the police have had plenty of time for a new story or a solution.

    Bet the union isn’t going to go along with much there as happy as most of the residents some of them also pay taxes.

    Your not talking a officers problem we are now talking a city problem how would you fix it?

    Hey they have money the state just gave them some, who is anyone kidding a paper route has more sound economics than the police dept.

    First thing I would do is rotate Deputy Chiefs around and put Arway in charge of personnel. She has the respect of both the community with the troops. The second thing I would do is re-examine the department’s priorities. Is your main concern at this point drug and gang violence or traffic and parking issues. Redeploy your manpower accordingly. Create an anti-gang task force to deal exclusively with gang issues and have them be proactive and reactive to calls for service involving groups of youth. I woiuld base it out of the community policing unit so they could share information.

    first thing I’d do is give a tax break to the last guy who just got held up yesterday an woodward and larsen by two gun toting suspects.Poor bastartd lost his pay check ruined his weekend and I’m sure he isn’t going to vote for Moccia.

    Listen to the suggestions nothing has changed in three years residents want change.

    LOLLICOPS is what we have right now the city has promoted this and the administration does simply nothing.

    This last study was an attempt to show what? The good ole boys have lost their hold on the city.Start with the tow recovery contract and go through the entire dept policy it all sucks and needs updating this is what we were all told thru postings on the blog years ago the whole thing needs a change.

    Find outside help that will force ther rest of the slackers out and give us a start on a new force.Someone else will be killed but by friendly fire or ignorance on some of the cowboys we have now.The last couple of days of watching the cruisers respond to calls leaves me wondering if Rillings and his officers could be a Indy 500 pit crew the way these cruisers are being driven we will need new ones before winter.

    They break off 15 a mile pursuits down water st yet drive 95 down water to respond to a call something that is fact whats up with that? What we have seen goes beyond common sense.

    I thought we were trying to be constructive here and come up with plausible ideas and not just spouting off. Outside help to give us a new force is not feasible. The Norwalk Police Department has a union and the city would have to negotiate with the union to create a new force. Going outside the city for leadership is not a new idea. Ask the school district how that has worked for them.

    Looking for someone to replace one looks within the dept first.We already see what Sacred Heart pumps out for leadership they just did a favor to one of its students on the Norwalk police dept.The school used Norwalk police dept stationary.Now lets see what else is coming for a PR blitz.Can’t change the past but you can bet the next move that is coming will be before Dick leaves which will give us the same results.A completely ineffective department based on the past.

    See. Another constructive idea. Sacred Heart University sold out its reputation for a cop student. No problems with that logic? I have heard rumors of another survey. If that too overwhelmingly supports the police dept, where does that leave you? Will that be a coverup too? It couldn’t be you?

    you can’t even call it a unbiased survey.Why not simply show us what it looked like and let us decide if there was enough Norwalk police looking stationary and letterheads included in the school survey.No one ever said cover up I think the term distorted review comes to mind.The thought of leadership pumped out was self explanatory in the case of the Norwalk police dept.Sacred Heart is a great school but the timing and idea of this whole thing simply stinks.I’m sure you can find others who teach or go there to agree.

    That detective bureau schedule has been around for a very long time. It was developed by then deputy chief Beres when Max Orlins was chief. The entire dept operates on a simllar schdeule with three squads working a fifteen day schedule so that two squads are always on duty while one squad is off. It was initiated by the City, before there was a police union, as a way of covering 168 hours a week with people who work forty hours between days off. Most detectives work one week days and the next 4-12. That is hardly banker’s hours. Changing to a better schedule could be negotiated, but nobody ever came up with a better suggestion. There are some exceptions, people who work a normal Monday to friday schedule, but not many.
