Norwalk Teachers Union Vote

Next Tuesday the Norwalk Federation of Teachers is holding a leadership vote, afters school at West Rocks Middle School. Naturally, because it involves West Rocks, we have a controversy a brewing. And the controversy is, teacher mailboxes. Not the kind on our computers, but the kind that sits in the mail room and allows teachers to pass notes, er communications to each other. The mail room, to those of us paying close attention to the Breakfast Club, is usually located adjacent to the teachers lounge, where in the good old days teachers lounged and smoked cigarettes.

Knowing this was always good when you had to answer the question about why you smelled like you just smoked a cigarette, and the quick reply was, “had to deliver something to the teachers lounge.” Nowadays they probably don’t allow smoking and you have to pass through three x-ray machines to get to the teachers lounge, but they may still have contraband baked goods on hand.

Any hoo, back to the mail room, oh wait— mmmmmm mimeograph. Ahem, okay I’m done with memory lane. The mail room has teacher’s mail boxes, which are typically open slots with names on them. You shove papers in to them, and the teachers slide them out and maybe read them. That’s how basketball schedules, and playground hours, and park activities are distributed. It’s the grapevine of the teaching jungle. Which is why the latest story is bizarre.

Apparently, with the looming union vote, a flyer about the vote and information about candidates was placed in teacher mailboxes at West Rocks. Then Principal Lynne Moore promptly came through and removed them. They are bright blue, so she could pick them out, otherwise she’d be essentially rifling through a teacher’s mailbox. The problem is that Lynne Moore is what you would call management and the union is labor and all sorts of rules, regs and case law exist that govern that relationship.

Naturally, union members were appalled and complained. Surprisingly management responded with “a need to investigate further.” Um, hello people, this is a free speech, union organizing issue. How many times do you think this issue has been “litigated.” Well, a short hop on google says:

Under the EERA, unions may access
employee work areas, bulletin boards,
mailboxes and other means of
communication. The unions have this right of
access at reasonable times and subject to
reasonable regulation. For example, the
employer may reasonably require all visitors,
including union representatives, to identify
themselves prior to entering the facility, or
restrict use to predetermined times of day.
Unions also have the right to use
institutional facilities at reasonable times for
meetings concerned with the exercise of
rights guaranteed by the EERA. The unions
have this right of access at reasonable times
and places and with reasonable manner of
access, because access may intrude on
public school employer interests such as
maintaining order and discipline. For
example, the union could not call a meeting
during lunch in the student cafeteria while
students are present and teachers have
supervision responsibilities.

And thus, since this is an NFT election, and the notice was to all teachers the flyers should have remained in the mail boxes. This type of issue can be found in another case about rival unions here.

The flyer basically outlines teachers who are running for union leadership positions. That would be Peggie Loris for NFT President. Kelli Hibbard for 1st Vice President, Lewis Socci for 2nd Vice President and Chris Griffith for Treasurer and some brief biographical info, experience and issues that they support. I’m assuming that there’s a similar flyer out and about for the incumbent team of Bruce Mellion and others. I haven’t seen it though, nor do I know if Lynne Moore also removed that flyer.

I do know that Moore has now interfered with a union communication, by union members about their election. I’m sure that the NFT will not be happy about this interference.

    Au contraire. I am sure they (the current officers)are thrilled about it! They are counting on their 2 best friends, Apathy and Ignorance (bet you thought I was going to say Moore and Ruotolo) to wisk them in on Tuesday. Thanks for putting that out there, Turfgirl. Sadly, it seems that too many people are still in the dark on this one. I haven’t seen a flyer for the current officers but if there is one, I’d love to read the write up on Rossner.

    It all depends on who she was acting for. You can be sure she was acting for somebody. Wonder what she was promised ? You would think professionals would be above that kind of thing, you would think.

    In the book MOBBING: Emotional Abuse in the American Workplace, the authors claim that mobbing is typically found in work environments that have poorly organized production and/or working methods and incapable or inattentive management and that mobbing victims are usually “exceptional individuals who demonstrated intelligence, competence, creativity, integrity, accomplishment and dedication”.

    Though the English word mob denotes a crowd, often in a destructive or hostile mood, German, Polish and several other European languages have adopted mobbing as a loanword to describe all forms of bullying including that by single persons. The resultant German verb mobben can also be used for physical attacks, calumny against teachers on the internet and intimidation by superiors, with an emphasis on the victims’ continuous fear rather than the perpetrators’ will to exclude them. The word may thus be a false friend in translation back into English, where mobbing in its primary sense denotes a disorderly gathering by a crowd and in workplace psychology narrowly refers to “ganging up” by others to harass and intimidate an individual.

    After 5 years of abuse, harassment and bullying during her time as the first Anti-Discrimination Commissioner in Tasmania Jocelynne Scutt wrote: “…my experience in Tasmania has meant that my place in the pantheon of experts on mobbing is assured. Invitations nationally and internationally for me to speak on this subject, combined with the conduct taking place in Tasmania, has led to my developing a theory and perspective on this subject, a form of bully which has its own dynamic and features. This theory and perspective, supported as it is not only by expertise I have developed through my work over the past 30 years, but also by my own experience over the past five years, is leading edge”.

    The three paragraphs above are from wikipedia.org, which can’t begin to explain the hell teachers go through at West Rocks. I’m not an expert on mobbing, yet I strongly believe administrators gang up on teachers to silence them. I applaud those who refuse to be silenced on the hostile working environment at West Rocks.

    In short, LCM doesn’t want a union leader to replace the apathetic NFT President. West Rocks has lowest CMT test scores in the district due to the highest number of teachers leaving a school in the state of Connecticut.

    Think about it.

    Just a thought… Does anyone want people who have “no” true experience working on our new contract. One wrong step and we could lose a lot. A status quo contact is a LOSS…. tough times ahead for all

    #8. The answer is YES. Do you really want union people who make dirty deals with Moore? The NFT has turned their back on the teachers. How many good teachers did we lose because the NFT turned their back on them? They remind me of the characters in Animal Farm, sitting around playing cards while our teachers are getting abused by losers like Moore. It’s time for a change. Peggy has my vote next week.

    I do not believe that any union member makes deals with principals as to what is put into or not put into our mail boxes. I believe there should be choice and if so give us the facts to make an informed choice.

    All of the so called adults are being “played” here–and Corda, Ruotolo et al. are goofing on us all–Aunt Bertha–of course, no DEALS are made with these so called “instructional leaders” of our schools..none need be..most of them have the best “deals” going..Think about it….where else can somebody with questionable credentials collect close to 150K a year with absolutely NO accountability??? Stuck for an answer? OK–(time’s up)NORWALK(possibly Bridgeport and/or Hartford…Johnny,(Ramos) we hardly knew ye…THANK GOD)
    People of Norwalk–you have a very corrupt system; and I know, because I have been working in it for many years…if you keep selling out, your kids will suffer….they already are. GET INVOLVED….stop the blame game, because it begins and ends with YOU….This is not really about a teacher union election….the powers that be would like to have you think that….wouldn’t they????

    Good evening fellow educators and bloggers.
    Please allow me to formally introduce myself. My official and legal name is Margaret Elizabeth Sullivan Loris. I am the third of fifteen children, having been raised in a VERY strict Irish Catholic family in the small town of West Springfield, MA - home of the Big E. I attended Catholic schools from grades K-5 and again grades 9-12. My junior high years were spent in public school. I can’t tell a joke because my facial expressions and body language reveal the punch line long before its delivery. Any poker player will tell you that makes me a lousy liar. Hence, I don’t bother. The truth is far easier to express and to maintain.

    I am running for NFT president because ALL of the members of the NFT and of the NFEP deserve equal representation. I firmly believe that this is our right as union members. EVERY isssue and concern must be heard and processed by the NFT leadership team. It is my aspiration that beginning July 1, 2008, this team will be called the UNITY TEAM and it will consist of members duly elected by a very large segment of the NFT membership who are available to vote on Tuesday, June 10th at 3:45 at the June General Membership meeting of the NFT.

    If you are an NFT member, you are eligible to vote.

    Let’s talk about that for a minute …
    The current NFT leadership team usually cites “past practice” as a basis for decisions that are made, so I’ll cite “past practice” here. Remember that if past practice is not in place at the June NFT meeting, then new precedent will be set. Will you accept that?

    Pretend you’re an NFT member - a teacher, a social worker, a guidance counselor, a speech pathologist, or a school psychologist. You arrive at West Rocks Middle School on Tuesday, June 10, 2008 and report to the library. A bunch of people will be there. (Hopefully there will be more than the 39 members who showed up and voted in June 2007.)You take a seat and look around.
    “What’s happening here? Why are some people sitting down, others milling around, and still others signing in and grabbing paperwork from the countertop?” you think to yourself as you survey the situation.
    Hold on tight and await the “call to order.” The meeting will progress according to the schedule outlined in the paperwork - following Robert’s Rules of Order - and will eventually proceed to the time of the election.

    VOTE.

    That’s it. All there is to it.

    You can’t make your voice heard unless you show up in person and vote on Tuesday, June 10th at 3:45 in the WRMS library.

    You also can’t expect change of any sort unless you voice your vote that day.

    As to the questions posed in this blog and others regarding my personal agenda … I don’t have any personal agenda. I hold the best interest of ALL NFT and NFEP members nearest and dearest as my UNITY TEAM and I challenge the current NFT leadership. Further,my UNITY TEAM and I challenge the status quo that so many NFT members continue to settle for, never imagining that CHANGE can and should be embraced.

    As to the comments about the UNITY TEAM’s lack of experience in negotiating contracts: Contracts are negotiated by a TEAM, not by an individual. No worthy opponents enter into a race/match/contract negotiation without a team of qualified indivduals. Must they, by definition, forever be Bruce’s team? Surely others have entered and won the race, having sized up the opponent and recruited the strongest team. I’m a Language Arts teacher, not a Social Studies guru, but history does support this practice.

    As to my personal history in the city of Norwalk: I began my career as a Special Education teacher at Norwalk High in 1981, then moved on to West Rocks Middle School as a 6th grade Resource teacher (SpEd also), then on to 6th grade Language Arts and Team Leader also at WRMS, and finally, to 8th grade LA at Nathan Hale where I have spent the last three years. This is the close of my 27th year in Norwalk, though my experience level reflects slightly less due to maternity leaves for each of my three children. My husband, Richard, is a retired NHS Math teacher. We have one beautiful grandchild.

    Peggy - Thank you for your engaging post. You state that all teachers must do is attend the meeting on June 10th and vote. Is this a written ballot or a verbal “Yay?” Second, if this is a written ballot, is this an anonymous vote or must one sign his/her name?

    anon #21: The past practice has been that a piece of paper is distributed to each individual in attendance. Each individual then circles or checks off the name(s) of those for whom he/she votes. The pieces of paper are then collected and the votes are counted in the presence of those in attendance.
    The NFT constitution (its bylaws) call for a “secret ballot.”
    The procedure described above has been the only past practice I have ever observed.

    Ethel Mertz: There are no signatures involved in the NFT voting process. I usually fold my paper in half before submitting it. There are no identifying features on the ballot to signal that it or any other belongs to you. No DNA tests. No fingerprinting. Check it off or circle the name(s) and hand it in.

    Ethel Mertz: I do understand your concern and the concern of so many. Perhaps now you and others - many, many others - will feel comfortable and confident in participating in the NFT election on Tuesday, June 10th at 3:45 at WRMS.
    There is no room for complaint if you do not actively particiapte in the process.
    If you don’t know who I am, look for the lady with the pin that reads “Believe in miracles.”

    Ethel, Don’t you think it’s sick that people are afraid of retribution from the people who are supposed to be protecting them? (ie. the union)

    This not only goes for voting in the election but also, for speaking up and telling about their experiences with a certain treasurer! They already know from past experience, if they come forward, Bruce (Mellion not Morris) will have that info in a flash and will be doing his own “investigation” to find out who said what about his buddy. How would you like to be in that situation? Tell on AR and have Bruce Mellion asking around to find out what you said in your meeting. There’s that old rock and a hard place again!

    To all who are afraid to come forward…I totally understand.

    Hello Everyone,

    The Unity Team has tried to get a flyer out to each and every one of you but as you may have read in previous entries, there have been a few road blocks. My sincere apologies to those teachers in a few schools who will be getting their flyers on Monday. Thank you to all those persons who helped. And thank you, to all of you who have been and continue to be supportive and those who are newly supportive.

    Your Unity Team wants the best for ALL the members of the NFT. We will ensure that an excellent contract will be negotiated AND we will ensure that it is enforced for everyone in every case and followed by ALL administrators.

    Some persons out there may want you to believe that Bruce Mellion is the only one who can negotiate a good contract. Some may fear change and want to keep things going the way they are now.

    Here is the truth about contract negotiations: Contracts are negotiated by committees and attorneys, not by individuals.

    Also, according to the NFT by-laws, the immediate past president automatically has a seat on the executive committee for one year. If Bruce Mellion would like to volunteer to be on the Negotiations Committee to be involved in negotiating the next contract, the UNITY TEAM would welcome his expertise in this area.

    It is my goal, and the goal of the UNITY TEAM, to negotiate a stronger contract than we have now, with clearer language in areas that now lack clarity. BUT we will also ensure that the contract is enforced for everyone and followed by ALL administrators at ALL times. Without prober enforcement, the contract is not strong.

    I, like many of you, have a lot more years before retirement and a strong contract is a must.

    We look forward to seeing you at the vote on Tuesday, June 10, 2008, 3:45 P.M. in the WRMS library.
