Norwalk: Meandering Investigations Part I

When Dante was busy writing about the fourth circle of Hell, he couldn’t have known about the CT DOT, but as a modern metaphorical stand in, nothing could be more perfect. This meandering investigation concerns the traffic light, the condos and Mill Hill. As all good Norwalk stories must begin, before the burning of Norwalk, the events that transpired are convoluted and in keeping with the structure of classic literature involve misunderstandings and divine comedy.

So we begin, not quite at the beginning, but about the time when State Senator Bob Duff requested $50k to be used to install the traffic light at the Foxboro driveway.  Somehow, two checks got cut, and with the mysteries of governmental process, one got sent to the Foxboro condo association and the other got sent to the city. With the windfall of $100k versus $50k, a press conference was held by State Senator Bob Duff and the Mayor where it was announced that $50k would be used for repairs at Mill Hill.

Meanwhile, the CT DOT decided that the traffic light project required that special sauce of changes resulting in cost over runs. Which wouldn’t have been such a problem had it been the state that was installing the traffic light, but instead it was the Norwalk DPW.  And cost over runs needed to be paid for so the $50k that the city received, which allocated to the the traffic light project. Which had basically been the original plan.

Much confusion ensued, costumes and ballroom dancing did not, and when the music stopped, the clock struck midnight, and the CT DOT ended up driving up the cost of a simple traffic light installation by several hundred thousand dollars.

    There is no such thing as a simple traffic light anymore. In much the same way that there is no such thing as a ten minute job. However, overun of several hundred thousand dollars sounds exaggerated. I wonder if DOT didn’t tack a lot more onto that project than just the traffic light, or if TG is exaggerating, just a little. Does anybody know if there is any way of getting the real numbers, at this late date ? Recent article on the internet talk about cost up to two hundred thousand and makes that sound like the high end of a range.(outside of CT) Senator Duff surely had some reference before asking for fifty thousand and probably believed that would cover the cost of the light.

    old timer: Yes, nothing these days is simple. However, the cost over runs I confirmed with several sources. The numbers (installation of a traffic light) as relayed; circa 2002, $200k, circa 2005 $400k circa 2007 $600k. Rounding errors are all mine here. What the installation entailed etc. was beyond the scope of this meandering investigation.

    I suspect your source(s) were not being completely objective and may have had some reason to justify way above average estimates. Could it be ?

    I thought the issue is that one check was sent to the Foxboro Condominium Association by mistake and they cashed the check and kept it…DPW spent the 50k they received (plus more) and Foxboro Condo Association won’t return the money. Am I wrong?

    The story I heard was one check, $50,000, went to Foxboro and they kept it. This two checks and hundreds of thousands in overuns is a new story. The light was actually installed by a contractor who doea work for both DOT and our DPW. I don’t know who let the contract, probably DOT, on a state road.
