A. LAND USE & BUILDING MANAGEMENT COMMITTEE

1. Authorize the Mayor, Richard A. Moccia, to execute any and all Filming Location-License Agreements to allow applicants for film location permits to use City of Norwalk property in connection with media production, including video, film and still photography. This is a general authorization based on the attached documents entitled: Location Permit Application and License For Filming Locations.

B. RECREATION, PARKS, & CULTURAL AFFAIRS COMMITTEE

1a. Authorize the Mayor, Richard A. Moccia to enter into an agreement with the Norwalk Exchange Club for their Annual Antique Auto Show to be held in Taylor Farm on Sunday, April 27, 2008 from 8:00am –5:00pm with a rain date of Sunday, May 4, 2008. Set-up to take place on Thursday, April 24, 2008 after 12:00noon with teardown no later than 12:00noon on Monday, April 28, 2008. Estimated attendance 1,500.

1b. Approve the use of the Show Mobile for the Norwalk Exchange Club for the Annual Antique Auto Show to be held in Taylor Farm on Sunday, April 27, 2008 with a rain date of Sunday, May 4, 2008.

2. Authorize the Mayor, Richard A. Moccia to enter into an agreement with the Connecticut Commission of Culture & Tourism Local Arts Agency grant to produce the Norwalk Arts Walk Brochure as well as the Norwalk Performing Arts Brochure in the amount of $12,000.00. The Norwalk Arts and Culture Advisory Commission under the Department of Recreation and Parks is applying for the grant.

3. Authorize the Mayor, Richard A. Moccia, to execute an Agreement for the collection and testing of capping material to be used in connection with the dredging project to be undertaken in the Norwalk Harbor for an amount not to exceed Fifteen thousand dollars ($15,000.00). The vendor will be selected and recommended by the Harbor Management Commission and the Corporation Counsel based on the submission of two competitive proposals. (Account# TBD)

C PUBLIC WORKS COMMITTEE

1. Authorize the Mayor, Richard A. Moccia, to execute an Amendment to the Agreement with Vanasse Hangen Brustlin, Inc., to provide the 2007-08 Pavement Engineering Services, for a sum not to exceed $150,000. Account No. 0908 4021 5777 C0021

2. Authorize the Mayor, Richard A. Moccia, to execute an Amendment to the Agreement with Tighe and Bond Consulting Engineering, to provide professional engineering services, in connection with the Reed Putnam Improvement Project, for a sum not to exceed $75,000. Account No. Redevelopment Agency

3. Authorize the Mayor, Richard A. Moccia, to execute an Agreement with Signal Service, Inc., to provide equipment, software, integration and services related to the East Avenue Traffic Signal Improvement Project, for a sum not to exceed $65,000. Account No. 0907 4120 5777 C0397

4.a. Authorize the Mayor, Richard A. Moccia, to execute any and all documents including releases and/or quit-claim deeds as may be necessary and appropriate in connection with the release and conveyance of the City’s interest in such real property comprising the abandoned public street and rights of way comprising a portion of Lynes Place from Berkeley Street easterly as shown on a certain map entitled “Freeholders Map For Limited Property/Boundary Survey Abandonment Map of a Portion of Lynes Place, Norwalk, Connecticut’ at a Scale of 1″=10′, dated January 27,2005 and prepared by Ryan and Faulds, LLC, Land Surveyors, Wilton, Connecticut.

4.b. Authorize the Mayor, Richard A. Moccia, to execute any and all documents including releases and/or quit-claim deeds as may be necessary and appropriate in connection with the release and conveyance of the City’s interest in such real property comprised of 871+/- square feet shown as the Release Area on a certain map entitled Town of Norwalk Map Showing Land Released to City of Norwalk by the State of Connecticut Department of Transportation Berkeley Street and Maple Street, dated July 2006.

D. HEALTH, WELFARE & PUBLIC SAFETY COMMITTEE

1. Authorize the Mayor, Richard Moccia, to execute any and all agreements, documents, instruments or amendments as may be necessary to implement the student internship program with Southern Connecticut State University for 3 academic years commencing with the Spring 2008 semester.

2. Approve the proposed fee schedule for services provided by the Norwalk Department of Health.

E. PLANNING COMMITTEE

1. Approve the 2008-2009 City’s Capital Budget.

2a. Approve PY34 CDBG Program Allocations and Annual Action Plan.

2b. Approve the use of the optional income eligibility limits for the 2008-2009 program year.

2c. Authorize the Mayor, Richard A. Moccia to execute any and all documents required to apply for, accept and implement the PY34 CDBG Program

    what nothing about crime fighting? While Dick was in the comfort of city hall the rest of us were dodging bullets.

    South Norwalk was under attack again tonight we all were brought out of our homes to the sound of gunshots. Our children for the most part were in bed until every cruiser we had in the city came sirens blaring. Sounded like the Idy 500 for you race fans you know that wooosh you get from a performance engine like the old Mopars. :)

    Needless to say we havn’t yet read about the last shooting victim we can only hope no one got shot tonight.

    - Police are looking for two men wanted in connection with a Monday night shooting of an 18-year-old man in South Norwalk.
    The victim was shot two to three times in his upper thigh as he tried to run away from the assailants, said Norwalk police Lt. Paul Resnick. The man was listed Tuesday morning in satisfactory condition at Norwalk Hospital, Resnick said.

    Resnick said the victim and two friends were sitting on a porch at 26 Novak St. shortly after 9 p.m. when two men described as black males, dressed in dark clothing and wearing black bandanas, approached them in what may have been an attempted robbery.

    Two of the victim’s friends ran off and were not harmed, police said.

    A $29 million dollar capital budget passes the council on a consent calendar? Is it just me, or is there something wrong with this picture? No debate, no discussion, no comment on the council floor. Is the work of the people being done in this forum? Or is all the work done only at committee meetings too numerous for taxpayers to attend, or worse, in political caucas behind closed doors? I seriously am asking.

    While I’m ranting tonite, let me suggest a small audience in the council chamber last evening may in part be attributed to the fact the weekly city meeting calendar for this week STILL HAS NOT BEEN POSTED ON THE CITY WEBSITE and today is Wednesday. Bad enough agendas and back-up packages are not published online in a timely manner, let alone minutes, but in this day and age of technology there is no excuse for not posting the weekly meeting calendar on time. Better to not do it all than do it poorly or unreliably. As always, under my “blame the process, not the person” mantra, can someone at City Hall please do a little root cause analysis and find the disconnect between paper calendar and input to the web. I’m sure a single process improvement could remedy this problem easily and cost-effectively.

    I just heard through informants that now that the Broadwater monstrosity has been shot down for Long Island Sound, that our own Councilman at Large Mr. Fred Bondi has suggested to Mike Mocciae and the City Council that it be land based and built on Veterans Memorial Park or Calf Pasture Beach. He claims that the income would help keep the parks in better condition. Has anyone else heard that?

    it sounds right, the way city hall passes gas Norwalk would also have its own generating plant on East ave to tie into. Hal is also interested he figures he can blame the mercapton smell on the plant next door and not his sewage plant. Its odd how runors start. :)
