Isn’t it interesting that State Rep Bruce Morris, he of the no time tracked BOE job, managed to present at a LWV forum the $14 million in state aide to Norwalk, seemingly already allocated to Education? Now, why is it that the state aide that Morris is so aware of, is not included in the BOE budget. Will the BET take a look at that when it comes to formulating the budget cap?

Looks like there is that much aid planned for Norwalk - so far- and the increase from last year is about 135K.
This money does not go to boe specifically though- so they do not write it off their budget, generally- although Norwalk procedures may be different. Your BET committee will have to see what revenues will be projected and include state monies as their best guess.
See http://www.ct.gov/opm/lib/opm/budget/2009midtermbudgetbooks/sectione_municipalaid.pdf and that shows the latest - Feb 6th plan for funding- BUT- the state budget is not settled yet.Also, the state dept of ed has plans for using some money that used to be allocated in the ed budget for remedial and other services. The Cambridge Report and follow up will require re-working of the budget to suit CDSE. I do not know how long these people from the UK company came and spent in Norwalk- they were 4 or 5 days in towns generally. They may have gotten an idea, not fully developed and say- this place needs to go for it- when it has been tried and dropped as not the best match a couple of years ago…
