Norwalk: Common Council Earns an F for Failure

I am still stunned that the common council managed to spend more time debating the reimbursement of council member Nick Kydes’ legal bill than the operating budget. To hear Democrats on the council say that its not up to them to make recommendations on where to seek costs savings is pretty outrageous. So much for the “strong council” type of government.

From a political standpoint, Mayor Moccia has executed a brilliant play here. He lets the Democrats vote on a pass-through budget and then as he votes to move the budget through, suggests that he’ll ask the BET to sharpen the pencil and dig into some cost savings. Slick move there, and showing what a weak council we have.

Meanwhile, despite the hour or so of debate on the Kydes reimbursement, it is amazing that the none of these council members managed to nick a penny off the bill. Not after Andy Conroy and Doug Hempstead pointed out that there was an item for writing an apology letter. Not after Amanda Brown pointed out that there were more hours billed per day than the typical 8 hour work day. And since it’s the city picking up the tab, not a single discussion on the floor asking for a discount to be negoitated. All that time Krummel spent going on and on about nothing, and he utterly failed at even asking for a motion to have corp counsel attempt at getting a discount!

To see why this is such a catastrophic failure, you need only look at how it is the council committees that oversee all departments in this city. All the finance committee chair Carvin Hilliard had to do was ask corp council to negotiate a potential discount on the bill. Amanda Brown hit the areas worth looking into, and she’s on the finance committee. So why didn’t that happen? Not that the Republicans did any better. They discuss areas where the bill should be negotiated, and then fail to make a motion to have the bill reviewed and negotiated.

Where oh where are the fiscal conservatives in Norwalk? Certainly not on this council.

    Who was it that approved the whole investigation into Poruban’s complaint in the first place?

    Once again, why is the city picking up the tab for Poruban’s blunder? Why is he not responsible for at least half since it was he who initiated this and never did his homework. Wonder why he didn’t get re-elected???? The Repubs were correct in questioning the document but why wasn’t it sent back to finance for a closer look by corporation council? The budget passing is a big joke. Can someone tell Hiiliard that it is the council’s responsibility to question it. In case he isn’t aware, thats why he got elected. This is getting more pathetic by the day. Ya gotta once again commend the Repubs and Mr. Geake for questioning items and wanting to set a cap at a lower amountand voting against it as it stands. What’s with the dems anyway? they are like a comedy of errors. Wow, and we actually voted for them. And better yet? What’s with Moccia always siding with the dems? I thought he was Republican? Guess we need to see what ticket he runs on next time around. Amanda brown hits on key issues and then votes along party lines, what knd of legal background does she have?

    Has anyone pointed out the condition of the city and what some residents are expecting as an outcome to this so called cost savings?Other cities who are building are experiencing some severe setbacks but are adjusting to the rocky road ahead what about us we seem to have plenty of paving matertial.

    Small private real estate investment group is looking for a builder to put new construction in Stamford and do total gut/rehab in Norwalk. Must have experience with modular homes, putting roads, blasting. Must have an experience with Stamford & Norwalk City Halls. Must have an experience with Stamford & Norwalk zoning/building codes and regulations. We are looking for a builder we can bring on board for all our future projects as well.

    If this was Norwalk would a plan like this work here and how much would it cost? The City has completely transformed its budgeting process from previous fiscal years. In developing the Fiscal Year 2007-08 Budget Document, the City utilized the services of the International City/County Managers Association’s (ICMA) Center for Performance Management and the Office of Policy & Management’s System for Performance Management. In summary, I am pleased to introduce performance measurements into this budget. Performance measurement involves collecting data in a systematic and objective manner to determine the efficiency and effectiveness of service delivery and program objectives. It is the City’s intent to track specific services over time to demonstrate improvement, or to be benchmarked against levels of service provided in similar communities. This comprehensive effort will provide transparency, accountability and efficiency in all of the services we provide. This budget reflects the first year of the City participating in this important endeavor.

    Startled teens robbed at gunpoint
    Two teenagers reported being robbed at gunpoint Thursday evening while walking along Aiken Street.
    The two males had just left a basketball game at West Rocks Middle School and were in the area of 71 Aiken St. when a car stopped beside them and the front-seat passenger pointed a gun at one of them and demanded money, police said.

    The youth handed over $23 cash and the car sped away, he and his friend told police.

    Police spokesman Lt. Paul Resnick said the youth who turned over the money is 14 years old and lives on Aiken Street, and his 13-year-old friend lives on Linden Street.

    simply posting this here reminding everyone crime still happens in Norwalk.While people are grading the council for some actions there are other subjects they seem to shy away from completely.

    We realize there is study for the train station, has anyone from the council any idea of how many crimes in the Sono station occur in any given week?
