Common Council Meeting 2/12/08

Despite the snowy night most showed for the Common Council Meeting.

Attending: Moccia Serasis, Brown (late), Bondi Bolden, Conroy, , Hilliard, Bonnefant, Kydes ,Lindstrom ,Hempstead, Straniti Krummel Sutton, McQuaid

The meeting opened with a moment of silence for Pat Festa’s wife and Geral Foley’s son who were killed in separate auto accidents.

Krummel makes a small change to the minutes, and they then voted unanimously on accepting them.

No one is signed up for public participation.

Tim Callahan gets reappointed as Director of the Health Dept. Phyllis Bolden speaks to the fine work Callahan does. Serasis and Conroy also speak highly of Callahan. Callahan is approved unanimously.

Mayor Remarks:

Mayor Moccia assembled quite the legislative representation for a press conference today with the Norwalk state delegation (the usual suspects) and Senate Minority Leader John McKinney, R-Fairfield, on green issues. Krummel also attended. Moccia is hoping that the city can become more energy efficient and take advantage of energy cost savings. [naturally this inspires me to shoot the video later that night]

Council President Remarks:

Bondi announces that power authority committee will have Lindstrom as chair, Hempstead, Conroy, Geake and Krummel will be on the committee.

Bondi says that Straniti will be on the Historical Commission the first year and Steve Serasis will on it the second year.

There’s some discussion on this. Krummel points out that the council appointment to the historical commission needs to be voted on by the council.

Hempstead makes a motion to suspend the rules to make the motion to have the council vote on the historical appointment since its not on the agenda.

Krummel says that the compromise is good but he’d prefer to see Serasis the first year and Straniti the second year.

Moccia: That sounds bi-partisan. [LAUGHTER]
The vote on the motion as it is and Krummel votes no everyone else for the appointment.

Bondi: reminds the council members that the police will come and get them if the weather is bad in order to make the meetings.

There’s a joke about going to jail instead, and Serasis inquires if he police would also take people to Stop N Shop afterward.

Consent Calendar:

Hempstead clarifies that the Kydes reimbursement item is being referred back to the finance committee this Thursday. And he clarifies that the backup is the wrong backup for the handyman part time position.

There’s some discussion about electrical work not being included and how it got on the agenda.

Krummel: Questions if Kydes should be present for the vote even if its on the consent calendar.

Kydes: Recuses himself.

They vote unanimously on the consent calendar including the referral back to the finance committee, Kydes is recused and left the room.

Off the consent calendar 6 A 1: Sutton votes no everyone else votes for it.

They adjourn.

    If you live at Roodner court or washinginton Village or Carlton court or Meadow St you would welcome seeing a cruiser. Last night it was said by an officer today at the undisclosed bakery they were told not to drive the new black cruisers and drive the somewhat unsafe less dependable cruisers. Is it because we have some new ones already out of service? Or ones that have defects making them dangerous to drive?

    anyone explain to the council we have a language barrier with the 911 and officers on the street?

    thats not funny

    we did have a an officer come from Stamford one night to translate the victim yes victim waited an hour no one else in Norwalk could help?

    This by the way is a civil rights issue that needs to be addressed soon, can’t take federal money and not speak spanish the Gov states.Before some idiot writes in and says anything city hall giives you two options spanish or english as does the BOE ect.

    Thank god we have great cops who one this week noticed something odd about the usual drunk in the street or at Merritt st shelter , the guy was diabetic and needed medical attention.This cop needs to be thanked he probably saved a life.

    I suppose this council meeting wasn’t the time to talk about the two officers who got hurt taking a gun off the street why should they be commended there paid to do that so screw them attitude goes a long way in Norwalk. They performed their duty in front of an entire church full of patrons coming out onto south main street they know what the officers did they know who kept their children safe it wasn’t anyone at the council meeting was it?

    Who spoke up and said the officer Curwin and others did a great job in the capture of a suspect after he confronted a 14 year old girl with a dog in her house? anyone?

    that say a lot about our officers they that good to catch someone that vulgar with the weather we had

    Who told the fire dept they have done a great job in elimanating and keeping the city safe throughout the winter, the other grants the dept themsleves went out and received? The chief kept saying all year he needs men and now the budget comes up and he is happy maybe the firefighhters need to be heard.

    thats bad to talk about when they are still waiting on their contract.

    Who asked if we have enough crosswalking gaurds for all the schools instead of taking our trained dedicated police officers who are trained in deadly force making them do crosswalk details instead .

    thats using our officers how?

    Has anyone ever thought of asking the police officers themselves what they think Noelle did and what happened?

    Thats a loaded question :)

    The number of assaults and armed robberies in Sono and a lot at the Haviland parking area has drwan the attention of the city why not the council?

    That going to great for tourism

    What about the farmers market we all eat during the winter as well?

    thats too bad for wic and ones who depended on the market

    No one asked about Flax Hill and the getting the police a key?

    maybe the council should have an email address that can be used as a sounding board to all complaints not making the council how hard is that?

    that would be too easy, they all used the web to get elected didn’t they?

    we are asking about the crime , saying its getting worse no press releases no interviews no nothing business as usual in Norwalk until the next murder assault or trusted employee get caught screwing the city.

    Has any news paper reporter in the History of Norwalk ever asked a question at any meeting? In open forum where the answer would have accountability?

    Maybe Monty Hall could start hosting things in the city that would at least give us a choice to questions that the public can come up. Its all about choices mom use to say we made them now live with them for another 21 or so months.

    Cops don’t pick up council people for meetings unless the City Sheriff is otherwise occupied. The police are not a taxi service for thos who wish not to attend a meeting.

    but like I said if you lived in the real city
    Police are investigating a reported kidnapping at gunpoint of two teenage girls this morning from an apartment in the Monterey Village housing complex.

    A witness told police both men were carrying handguns when they entered the apartment. She said they grabbed the girls and walked away with them. No vehicle was spotted exiting the complex at the time of the incident. Detectives are at the scene

    sad part the first story seemed so true as if just another crime no outrage just another day in Norwalk. Now its two guns on the street still no surprise what have we become?

    As the only council member with enough sense not to venture out in a snow/ice storm, there was no way I was going to take an officer and vehicle away from their duties to play taxicab for me (both coming and going). Besides, I learned to handle winter driving as a 16-year-old in Vermont and would match my ability to drive on slippery roadways with any on the force. That’s not the point; the point was why take an unnecessary risk, both with other drivers and as a mobility-impaired” person having to traverse slippery parking areas and walkways, when there was nothing pressing or controversial on the agenda that evening?

    thanks Mike you know my style is to be caustic and abrasive sorry living in Norwalk has done it to me.

    Just keep reading the Post Advocate and Blog if you want to be informed I’d say.

    Its a shame we didn’t lose Rillings but Weston is not stupid as the Hour reported yesterday. Any idea how many more applications Rillings has out for police chief?

    I hear John is looking for a meter maid on the island but its seasonal. :)

    appraisals since 2005.
    Troxel was selected out of
    a candidate pool that included
    Norwalk Police Chief
    Harry Rilling. He felt his
    biggest competition came
    from Sgt. Michael Feurillo
    and Detective Carl Filsinger,
    who he said are “highly qualified”
    for the chief position

    we do have faith in your driving Mike but its apparent you have a uphill battle so employ the soldiers that voted for you . We also know your a new englander with a sense of humor thank god for that.
