Norwalk: Public Works Committee Meets Tonight

Tonight, room 231 7 PM, the Public Works Committee of the Common Council meets. The agenda is below:

Notice what’s not on the agenda? Why, it’s a status of snow removal and sidewalks. One of the things DPW director Hal Alvord is supposed to be reporting to this committee. The question we must ask is what is Chairman Bill Krummel’s involvement in preparing this agenda. The last minutes posted to the city website is for August 7th. Apparently none of the other committee members bothered to alert Krummel that perhaps, following the blatant disregard for clearing snow form sidewalks, that maybe he should put such an item on the agenda.

Those committee members are, ruh-roh, the city website lists the 2005-07 council members. Transparency and accountability in government begins with actually posting minutes and committee assignments on the city web site. Which includes the minutes to the Common Council meeting of November 20th, which references the appointments to committees as “5. Appointment of Committees See attached.”

Well, if something is stated as “see attached” wouldn’t a link to the attachment be helpful?

One of the things I’d like to compile this year is the attendance record and voting out of committee record of Common Council committees. It’s something that might be handy around election time when it comes to deciding to vote for any incumbent Common Council candidate. Naturally, there are those who might not want that level of scrutiny, and others who would welcome it because they might have pride in disclosing what they accomplish.

Let’s see how quickly we see minutes updated and attendance records posted.

Meanwhile, it is budget season and the topic for tonight that might be of interest is the budget of DPW. Naturally, West Norwalk hit the Hour with a PR campaign on 200 residences who experience flooding … in their yards. True, all flooding is of a concern, but let’s put all of the flooding issues into perspective. Critical flooding is where the flood waters, enter residences. And when you can see water spraying up in geysers from those clearly labled as Norwalk sewer manholes, well then figuring out the number one priority for flooding discussion is rather easy. Committee members would do well to ask how it is that recent flooding has gotten to this state by drilling through the details of how many pipes were examined either by video camera or smoke tests, what the status of illegal storm drainage to the sewer system stands and what meetings have been held between the DEP and the US Army Corp of Engineers. Maybe even a written report of those meeting might be something the council members should be asking about. We don’t know if they managed to ask for such reports, because naturally, the December 4th meeting minutes were not posted. Here’s the preview article I posted on the topic, which naturally links to the March 2007 committee meeting article I wrote contemporaneously to the only time someone drilled for detailed data. That would be Mayor Moccia, who was approaching the issue through an examination of the budget. The committee has had basically a year to follow up with more oversight.

I can’t imagine that they’ve managed to do a better job considering that the snow removal, and actually general cleanliness of sidewalks proved to be a glaring problem. But let’s hope for a surprise tonight, it’s a new year and a new committee roster. Let’s see someone step up to the plate.

    There is a lot of people who sit on committees who are still waiting to see proof of numbers from the drain sponges. Our DPW head is all over a private web site touting numbers but was never at the last meeting at city hall to talk about or prove the numbers we are being fed.The DPW was missing from a annual meeting.This was the Norwalk Harbor Management Commission.

    so lets see the proof is what was said by many who sit on boards simply wanting to see documentation.Some doubt with the numbers when only two or three units were checked and the numbers were simply taken out of a hat.

    Not too much to ask for is it, we did have a $500,000 dollar grant, be nice to hear where the money was and still being spent sooner or later and yes what about a service plan.

    The state DEP and the EPA could not come up with a service plan and the Advocate or the Hour were unable to pursue it then how about now?

    Service plans are important just ask any grant writer.Without one it could put additional money at bay and from what we are seeing money is something we as a city will need to continue this and other programs that are federally funded.

    It breaks it down tells us what the program will cost us when the money is gone and when the sponges have to be changed and what the cost is to dispose of such items.These systems come with a price tag and a disposal fee no one has talked about mentioned or reported on , wonder why that is?

    There are many councilmen who don’t bother to even show up, Nick Kydes, having attendence is a good idea.

    Again things get resolved in Norwalk only when the neighborhood association’s get involved. We need to have Norwalk run by these associations they always seem to know how to get things done. Hats off to west Norwalk association for bringing in the army corps please don’t get our Norwalk leaders involved they will only screw things up and make it drag on and on and on.

    Here’s the unbelievable news from the committee meeting. The meeting was scheduled for room A231. Why was there some second meeting back in the Public Works library room? The Hour and Advocate reported that those in attendance at that meeting were committee chair Bill Krummel, councilman Andy Conroy, Bob Wagman (and flood victims) along with Dick Linnartz of Public Works. Meanwhile, in A231 are me, Hal, Fred Bondi, Kelly Straniti, Laurel Lindstrom, Doug Hempstead and the recording secretary. Dick Linnartz was aware the meeting was in 231 as he was standing at public works when Hal told me! What gives? PS: the flood budget stuff is still bullcrap, so bravo to anon.#3 above- we flood folks need to stick tight again this year to make sure we get what we need.

    1 2 clean the frigging streets from leaves so when it rains Jan 11th our streets that never flood don’t. Memo the DPW that we can’t wait until the boys go home to start damage control and pull overtime for many workers inflating the overtime budget but not on snow.

    7. Find someone who can run a city DPW and hire them and send hal into retirement.
