Norwalk: Lawns Signs Popping Up

The first political lawn sign I’ve seen thus far is one of David Parks. He appears to have Winfield Street and Strawberry Hill staked out. Andy Garfunkel signs are also out on Strawberry Hill. One of my roving reporters called in a sighting of a Briggs sign on Grumman ave. Maybe we’ll run a contest on best looking political sign here.

DEP Admits Backlog Prevents Enforcement

First the good news, while the Courant has identifying 7 repeat polluters that have discharged toxins into Connecticut’s rivers, none are in lower Fairfield County. The bad news is that while the 7 are known, not much has been accomplished in stopping and preventing the practice through the usual methods of violation notices and consent decrees.

Chronic violators. Expired permits. Major toxic releases. Few formal consequences. It’s a refrain that ripples through the compliance histories of several of the three dozen facilities in Connecticut with chemical-discharge permits, The Courant found in a two-month review of state and federal records.

Pretrial Resrictions on Criminal Defendents

The Advocate is running an interesting story on the recent practice of judges issuing orders concerning behaviors as part of the bail process. Typically such restrictions in the pst had been used to encourage defendants not to flee the state and return for a court hearing. Now, according to the Advocate, judges are using those restrictions to change other behaviors.

The story uses a local Stamford case to make the point, that a defendant suspected of drug dealing in a public housing facility had been restricted from going to a housing complex despite the fact that his grandmother lived there and was disabled. After the restrictions were in place, the Police rearrested the defendant after observing him allegedly doing a drug deal after the hours he was allowed to be on the premises.
