Norwalk: How The Fleece Was Won

When Bruce Morris’ job position was posted back in 1999 it clearly stated that the applicant was required to have or be working towards a masters degree. It’s not an unreasonable requirement, and one that in the intervening years could have been met even if, like Mr. Morris an undergraduate degree was not yet earned. Of course Morris has done nothing about his job qualifications but he has spent time working the system to get onto labor agreement contracts.

In 2005, the BOE created the “Terms and Conditions Governing Employment of Certain Employees Collectively Treats at the Executive Support Group.” This agreement covers the period of July 1, 2005 through June 30, 2009. It’s rather basic stuff, spelling out policy regarding termination, sick days, vacation days etc. On page 11, it details the employees covered, all 18 of them and their salary schedule.

In the copy I reviewed last night, this bound document also has a supplemental page 11, loose, not bound within in at it details a list of 19 employees with a footnote at the bottom to explain that Reichenbach, Harris and Toth have been removed. OK, in the last two years they have had personnel changes, and so there should be 3 new names on the list. But there are 4. And guess who shows up on the list? Bruce Morris.

Now, we know that Morris was already employed, so he is not a new employee. We don’t know, or I should say I don’t know about the names of MCCready, Hopp and Peniston. One of those names has the same salary schedule as Harris. THe others, except for Morris are less than the names that they replaced. The bottom line is that in 2005 the total salary was $284,510. The new page 11 says that in 2005 the new salary is $302,420, a bit of retro action chicanery because when the document was created the list had different names. I am using the 2005 numbers in this example to show the increase as compared to the original year the schedule was created. I should point out that the Morris’ salary increases from his 2005 $80,716 each year until in 2009 it reaches $89,491.

I did not find any BOE minutes between 2005 and 2007 that explained the addition of one person to the Executive Support Group. I did find this paragraph in January of this year:

Dr. Corda explained that the Parent Leader Training Institute is directed from the Human Relations Office, which is headed by Rev. Morris. In addition there are two community outreach workers that Rev. Morris also supervises. Mr. Fuller stated that this was not reflected in the goals for the Human Resource Office. Dr. Corda said that this would be changed to reflect that.

Morris is now supervising people? And that is now a goal of the Human Relations office? And Corda is just going to “change” the goals after a BOE member questions it?

The questions about Morris are clear cut.

He is working in an educational institution without the required educational credentials. His time is not accounted for. He is supposedly supervising people and he “mysteriously” appears on an executive support group labor agreement with no explanation.

Dr. Corda has some explaining to do. And he will be forced too since the Morris issue is not going to go away, not with readers here who have dedicated themselves to FOI-ing documents that end up in a large stack next to my desk.

So keep the documents coming, and let’s all work hard to keep the sunlight on our officials and agencies.

    There is something really wrong if an administrator does not have the college education that all teachers are required to get. It is also unbelieveable how long this has gone on. It is disturbing how every time Corda is asked to comment on Morris he calls him, “Rev. Morris”, If he had any morals he would step down. It is ashame as to who is suffering, the students who have no advocate while he is missing in action. One might even say it is sinful.

    Aunt Bertha, Mr. Morris’ lack of a college degree is a problem that reflects lack of integrity by the central office and the BOE because they have a responsibility to follow the rules. One of Mr. Morris’ major responsibilities is investigating charges of discrimination, and that is ironic because his getting the job without the necessary credentials is clearly discriminatory against individuals who do have them.

    One more thing: This is a public school system, Dr. Corda. Mr. Morris is MR., not Reverend, when we address him within the public schools.

    In another blog on this site, fellow take-the-money and laugh like hell at Norwalk, Susan Gunn-Bromley was quoted as saying, “It’s not what you know, it’s who you know”

    maybe that should be the city slogan here - Norwalk, land of opportunism? cronyism? scams and snake-oil?
    I am tired of Norwalk nurturing these political favors and the city getting less than full-value from it.

    It would only make it better if he was from one of the better surrounding towns, so he could laugh at us while we support his house. That is the truest form of our being the joke of Fairfield County.

    I’m in favor of the BOE making a statement as to why Morris has no educational qualifications for his job. If there’s a reasonable explanation, so be it. But if there’s none, this charade has got to stop. This is not the way to run an educational institution. I urge all parents and others to alert their BOE representative about this.

    I’d also like to know if Bruce Morris is covered by a union.

    Turf you raise an interesting question. Why was Morris added to this group? Who discussed it? Who made the recommendation?

    Morris was never before a member of the executive support group. Never! He, McCreedy, and Peniston were always part of the superintendents “cabinet”. Hopp replaced Toth. Reichenbach and Harris were never replaced. Isn,t it strange that no one in the executive support group knew anything about these three being added to their bargaining unit? No a single member!

    CYA, I don’t know much about the Executive Support Group, which seems to be an umbrella organization that covers all kinds of unrelated positions within the BOE. If I were a member of said group, I would surely feel it within my rights to speak to my group’s leadership. I cannot imagine that the leadership doesn’t know about the three if, in fact, the three are now members. King Corda, Queen Karen and the Duke of Opdahl do many things that annoy, but I can’t see how they can make decisions for a group to which they don’t belong.

    Oh. Wait a minute! They don’t belong to the BOE, and yet they have undue influence, if not control, over that group. I withdraw my first remarks.

    I wish the local media had good investigative reporters who would do the necessary probing in this and many other matters, and who would then report to a concerned public.

    I find it kind of disturbing that Bruce Morris not only lacks the credentials to be in the academic position that he has acquired, but he has sat on interviewing commitees for hiring new administrators in Norwalk! How the hell is that possible? Am I missing something here or am I having one of those acid flashbacks my parents warned me about?
