Norwalk: Budget Surplus and Bank Robbers

The Hour leads with the capture of the Winfield St. Bank of America robbers, well two of them at least. Good detective work led to the capture, and the Norwalk Police report that of the 9 bank robberies this past year, 5 have been solved.

The Parking Authority is finally operating in the black, and largely because of the real estate conveyance tax, so is Norwalk. Good thing those commercial properties are selling. The city spent $337,605 less than the budget projected, and gained an additional , $2,064,454, according to The Hour report. Now if they can somehow figure out how to fix flooding and pot holes, that would be a good thing. But no, the BET has it eye on … reducing taxes.

Wilms said the $2.4 million surplus will go into the city’s fund balance, also known as the rainy day fund. He lent his support to drawing $3.5 million from the rainy day fund and applying it to the 2008-09 operating budget — to be hammered out early next year. The draw-down would help taxpayers, he said

“Because we’re spending more for the schools and debt service (is rising), this helps relieve the burden on the taxpayers,” Wilms said earlier. “We’re using it to reduce taxes. It is consistent with the rainy day policy that the Board of Estimate approved.”

The rainy day fund now stands at $27.9 million. As part of a multi-year plan, the city drew $1.5 million from it for the 2006-07 operating budget, $3.5 million for the 2007-08 budget, and plans to draw $3.5 million for the 2008-09 budget. Such a draw-down, Hamilton said, would keep the fund balance within the 7.9 percent range — of total annual spending — shared by Norwalk and other municipalities with AAA bond ratings.

While taxes are a concern, continuing to ignore infrastructure is worse.

The arbitration panel has rendered its decision regarding the contract for the firefighters.

An arbitration panel backed city positions on nine of the ten issues it considered, failing to award the firefighters union most of what it hoped to gain through arbitration on its four-year contract.
A copy of the arbitration award shows Local 830, International Association of Firefighters, was denied changes it requested relating to overtime pay and retirement benefits.

Copies of the decision were handed down to involved parties within the last two weeks, and were not received by the City Clerk until Aug. 31.

    When you have more enforcment you have more arrests said spokesman Lt Sean Cooney, would that mean with a surplus we will now see more officers on the street?

    Another car jacking Hour has pictures in todays paper , give the Norwalk boys credit they caught the bastards!

    One would have to listen to the sense of the Stamford police dept for the above words of wisdom, this did not come from Norwalk.Now lets get our 40 new officers for the police.

    Awesome we will save our money now that the firefighters got cut off at the knees lets not give them a dime more, this must make everyone happy this morning.I guess thanking them for a good job is moot now.But I’m glad the mayor stepped in and did his spin according to his web site helping the firefighters.Now instead of the union trying to get the grant money for two firefighters the city can help us out.

    We now have enough to cap the dirty dirt in the harbour, clean up the contamination at Oyster Park, test Vets Park , put crosswalks in Soth Norwalk, clean out the storm drains and dispose of the hazardous waste inside them, fund two firefighters for our new rescue we are getting for what heavy rescue? and the water problems residents are having lets spend this money..

    Lets not forget the band and its accomodations, the parks the housing complexes and the homeless shelter this is great news Norwalk is loaded and with election year coming this is so welcomed to see if we as a city now get what we need.

    Ok so its numbers and its commercial properties selling are they now expecting any services in return or is that it we take the money and do what nothing for them,,no fire and police no services at all what a bargain lets do it again .

    Just one question can there be any chance these numbers are wrong before we cut the old furniture up with a chainsaw and see the . is in the wrong spot?

    God forbid we use the surplus to reduce taxes and help the taxpayers. Quick, find a way to spend it.

    why not its all about quality of life,,I don’t want a gold course, skating rink or send it to the fancy building thats only going to tax our services,,

    I’d settle for food for the homeless, health care for more mothers, and some help with our elderly, but if some of these people don’t pay taxes are they any less deserving than us? What about them?

    I’m sure anyone one of you would be able to find the homeless shelter,,the employees from GE find it all the time to donate..

    I guess any talk of the what should happen before our wish lists are submitted for Vets park it should be tested correct?

    Didn’t some of the residents get denied in saving this money Doesn’t it make sense it goes back to the community?

    $337,000 is that as much as gas for the year for our depts let some one break it down..

    How much money is it going to cost to clean up the old police station,,longer we wait the more money its going to cost,,do we have that study yet or is it going to show up after the election,,we are not fools where are the facts on this one?

    Hows that help if in the end they can’t reduce the tax rate if we have to pay for other things that have been in the news all year? false hopes I’d say on reduction.. I would enjoy my taxes to go down 8 kids and a no relief but I don’t count do I?

    Funding restored to the schools #8, Why, it doesn’t appear that they really needed to cut anything after all and they can afford to buy $300,000 of new math books even tho the other ones still have that ‘new car’ smell.

    how could anyone suggest the schools have saved any money after the Storage trailers article in the Hour today. Lauren Garrison seemed not to get the answers she asked for when money was the issue,, wonder why?

    this is wrong should read, Norwalk has surplus on bank robbers,another one today simply disgusting how anyone can’t support more police, simply to ivestigate this crap.John Nickerson from the Advocate had the stats at one time and we were just getting started maybe we can see what he has now? I trust the facts on this last one are more acurate than what the Hour reported this last article.
