First there’s the trucks. Then in an unrelated series of incidents, a nekkid man or peeping tom or 5 foot 11 white man with sandy hair has been roaming the neighborhoods of the Peoples Republic of Rowayton, looking not for evidence of trucks passing through, but people to expose himself to. Or assault, according to the latest incident. From The Hour:
Last month, residents said, the man, known as “the naked man” and “peeper” among Rowaytonites, allegedly showed up at 1 a.m. outside a Ridgewood Road home while the homeowners’ 16-year daughter was downstairs in the family room.

What semeed like a likely deal earlier in the summer has fallen apart now according to a report in the Advocate. Brian Lockhart reports:
The governor and Democratic leaders remain at odds over a bond package for capital projects, with $10 million in earmarks for Stamford, Norwalk, Greenwich and neighboring municipalities at stake.
Four months ago, the General Assembly’s Finance, Revenue and Bonding Committee unanimously passed a $3.4 billion bonding package, which borrows money for projects statewide.
The two-year plan was supposed to be negotiated with Republican Gov. M. Jodi Rell and approved by the General Assembly during a summer special session. But it appears the talks have reached an impasse.

I suppose that I shouldn’t find it surprising that last night’s Common Council meeting debate on off-site affordable housing meandered over concepts that had basically nothing to do with the nitty gritty of affordable housing. A helpful guide.

Miklave and McQuiad, Kydes are absent, Poruban and Coffey sneak in after Roll call.
They accept the minutes with minor corrections, and omigawd Kevin Poruban finds a typos and tells the common council about it. He makes other adjustments to stuff he is quoted as saying. And corrects the Mayor’s “Different Stokes for Different Folks†comment.
Public Participation:
Chelsea Kordas: Center of Community Youth program speaking in favor of the resolution against childhood abuse resolution. Asks the council if any one knows the number of abused children in Norwalk, 246 children was the answer. Cites three reasons to support the resolution. Gives an 800 number to report a case of child abuse …. Thanks Romano for writing and researching the resolution.

Someone knows who carries guns and shoots them in Bryant park. Likely it is the drug guys who ply their trade from the park. After Sunday’s shooting, Police Chief Rilling has decided to step up the presence of police in the area. From the Advocate:
City and police officials yesterday promised added police action at the Washington Village public housing complex after a weekend shooting at nearby Ryan Park, when a bullet pierced a young girl’s bedroom window.
No one was injured in the Sunday evening incident, but the family has been moved from their ground-level unit at the complex, officials said.

Or shall I say in the latest buzz way, there was a business invasion. Who knew that 4am, employees, who are not allowed to talk to the press, were working at the store. And what kind of corporate policy would decree that a store manager could not speak to the press about a robbery? Great job corporate HQ, your opportunity to get the details out to keep the public informed won’t exactly help you solve the crime.
From The Hour:
The robbers, dressed in black and wearing black ski masks, confronted the employees at about 4 a.m. and took them into the office where they forced them to open the office safe, the Darien Police Department reported.

When the garbage bins with ads weaved its way through various city agencies, the general consensus was that they were ugly. But somehow, the promise of getting someting for free once again trumped common sense, and the experiment began. From The Hour:
Last September, the Common Council authorized Mayor Richard A. Moccia to execute a 10-year agreement with Creative Outdoor Advertising, allowing the firm to place and maintain large trash bins featuring advertisements on city sidewalks in litter-ridden areas of Norwalk. The firm is also responsible for maintaining and emptying the bins.
