Norwalk: Things BOE Should Learn From the NFL

Norwalk High’s new science wing will not have bathrooms. Someone made a decision in 2005 to removed the bathrooms from the $39 million dollar construction project because of cost. Now they can’t be put back because of cost. Yet, so they say. Well, I say this is yet another glaring example of Stuart Opdahl mismanaging a construction project, one that has costs over runs conveniently taken out of the Jefferson school budget. You know Jefferson school where the recent CMT scores are:

In reading, Norwalk fifth graders fell short of the state average 73.4 proficiency with 63.5 proficiency. Columbus and Wolfpit elementary schools came closest to the average, both scoring more than 70 percent.

Fifth grade writing scores — 85.7 percent proficiency in the state and 80.8 percent in Norwalk — were both surpassed by three city schools, Marvin Elementary, Fox Run, and Columbus Elementary.

Silvermine Elementary fifth graders fared among the worst in the district, with 54.3 percent proficiency in math, 53.1 percent in reading, and 71.6 percent in writing.

Jefferson Science Magnet School fifth graders also struggled, with 59.7 percent achieving proficiency in math, and 46.8 percent reaching proficiency in reading.

There is no one in the Norwalk Public Schools administration trained to understand financial operations, or have experience in finance to the scale of a $147 million operating budget. There is no construction project manager contracted to oversee the construction projects on behalf of the school board, which means no one is looking out for contractors who waste money simply because there is no accountability for when mistakes are made. Look at how Westport manages to not pay for cost over runs with its electrical contractors because someone there is minding the numbers. Corda just wants to cash flow to be uninterrupted. And the one guy who has his hands in the pie, Opdahl has already cost the city millions. So what does he say about bathrooms?

Discussion of the bathrooms re-ignited at recent Norwalk High Building Advisory Committee and Board of Education meetings.

Chief Operating Officer Stuart Opdahl said in June that the district would consider making changes to the alteration plan — including moving a bathroom closer to the wing — but acknowledged cost would limit the scope of changes that could be made.

Opdahl could not be reached for comment this week as he was out of the office for medical reasons.

Out of the office for medical reasons. Here’s a shocker, Opdahl can’t inspect construction sites either. In football when you can’t play you aren’t in the game. It’s time for Opdahl to be put on the physically and mentally unable to perform list and for the BOE to tell Corda, hire a financial director or you won’t get any money released. It’s long past time the the BOE show Corda that he reports to them, not the other way around. Demand more, you’d be surprise at how it works. Just look at professional football.

    39 million bucks and no restrooms.

    This absolutely boggles the mind.

    Well I guess then can always line the 39 million dollar halls with Port-a-Pottys.

    It is a shame what has happened to Silvermine School - which used to be one of the better elementary schools in town. More concentration should be given to teaching reading and writing in English than in Spanish. Perhaps this “Mano ‘n’ Mano” program is not working. I have no problem with teaching our children a foreign language, but when the emphasis is shifted to that language, our children get short changed. I attended two programs at Silvermine and they were both mainly in Spanish. I would have liked to hear some songs or readings in English. It seems to me that the numbers of minorities and non-English speaking students at Silvermine exceed the average in the other schools.

    Does this really surprise you? The school is in violation of state regulations in that it is 80% minority and many of which don’t even belong in Norwalk schools. Talk to the teachers there and they will tell you what they are up gainst with out of town kids that go there because their parents work in Norwalk or their grandparents take care of them after school and the teachers are forced to live with the bad behavior and still give them an education. So where does Corda stand on all of this since he states that only a handful of kids in the enrire Norwalk school system are ilegally attending. I would think that someone needs to start doing their job. I will even give them the key areas to watch where students from other towns are dropped off and left on our door step.

    I got one better…Kendall’s new wing for grades 3-5 has no bathrooms, no sinks in the new classrooms, no water fountains, and no air conditioning. The classrooms get to 90-95 degrees in September and June. The nearest bathroom is by the old front entrance! At least my daughter’s teacher allowed the class to have water bottles last year in fifth grade. This is the kind of thing that makes you want to move out of Kendall’s district and move into Brookside’s with their maritime motifs and air conditioning! Give me a break!

    If anyone has ever been to a BOE meeting you will see that the board will vote with Cordas’ recommendations.
    Opdahl is Cordas’right hand and you can see how far that goes..Kimmel seems to be the only voice against Corda now.Shirley Mosby will be an excellent voice of reason and opposition to the Boards majority.
    As of now Opdahl is the person who OK’s out of district students to enroll at Norwalk schools.If a finance director is to be hired where is the salary going to come from?.It sould come from the over-salaried Opdahl since he claims he’s doing the FDs job.
    I doubt he’ll take a paycut…If the board has any brains they’ll wait till he retires,and go back to having an assistant super at a lower salary and then hire a finance dir..The taxpayers cannot sustain another highly financed administrator with Opdahl still in his seat..At roughly 180k he could do a much more thorough job instead of nickel and diming.

    Fellow Bloggers: This is in regard to a previous thread in which a poster mentioned Dr. Lang and a course she taught (UCONN)in Leadership skills. A class or classes was allegedly held on site at central office and the topic of “double dipping” was brought up by an anonymous poster.

    I was wondering if anyone is aware of the job descriptions for the superintendent, and those postions of his cabinet, in the way of hours required on site?
    Essentially, it seems there is no way of checking if there are actual work hours for administration, and if there were…who would be responsible for this task?

    The thought occurred to me that these postions were founded on a great deal of public trust. There never was reason to question how many hours a superintendent and his administration puts in each day. In light of the recent comments regarding golf games and second jobs during work hours, does anyone know exactly what the workday hours are for administration at central office?

    Central Office should report at 8am and leave at 4pm.

    Karen Lang was teaching at UCONN during normal work hours. I am sure that corda is going to say she had his permission and she made up the hours during the evening. I am sure that corda is also going to say that these hold outings are either work related or he made up these hours during the evening. Fortunately I am able to observe the comings and goings at city hall and am going to start documenting arrivals and departures to see how many hours they actually work

    This may be a stupid question, but why does Opdahl determine what school out of district students attend? Why is he even involved in that? He is facilities manager - which I would think had more to do with buildings, overseeing projects, etc. If he can’t even figure out that additions need bathrooms, how can he determine what students go to what schools and what the racial balance is? Isn’t that mixing apples and oranges? Is he also in charge of the half empty school buses that line up at NHS every day? Another waste of our tax dollars.

    Nice to see this morning in the Hour that Corda got his wishlist budget in for next year before Lang “crunched the numbers” on the CMT results. We won’t have to worry about fixing the problem until …

    #11-not reinstating the athletic dept. money is a huge disservice to the students. I have said many times that sports are a huge part of a students high school life in the respect that there are those students who actually make good grades because they know that without that they will not bw able to play the sports they want and it makes them want to get the grades. I know this is probably a lame excuse for learning but it works and for Mr. Corda to not fund those programs is absurd. Why in the world would he be focusing instead on a central office registration person? Don’t you go to the schools to register already? Come on Sal, you know this just another ploy to fuel parents wrath at the next budget process by saying see, If they won’t give me the money, your kids will suffer needlessly. If Mr. Corda wants more money, I suggest he start out early in the morning and survey the hot spots for kids out of district and send them back to their own districts. This will free up probably at the rate of approx. 100 or so out of district students it would put an additional $1,300,000,00 back into the sytem and he can fully fund athletics and put bathrooms in the new science wing at Norwalk High.

    #7: You have got to be kidding! People in the private sector who make 6-figure incomes work far more than 8:00 - 4:00 p.m. If that is the extent of Dr. Lang’s (or any other highly-paid administrator) day, then the taxpayers are being “taken” even worse than they thought.

    I don’t buy it that shorter daytime hours are justified because they have to attend evening BOE meetings because there are not that many of them. These people also go out for lunch (that is, when they aren’t having the catered lunches at City Hall), and some of them also attend a lot of conferences. (What do they do with anything they have learned? Queen Karen still hasn’t crunched the CMT numbers for us, has she?)

    I have seen building principals who work far longer hours, and their lunch time is spent helping to monitor students in the cafeterias. Are they well paid? Yes. However, they at least on the front lines, dealing with the real issues of running schools. Many of them take great joy in this.

    #15, 8am-4pm are the required hours….There are some who don’t even do that.

    I am so encouraged by the passion, wrath, and disbelief here. Here is one parent’s small voice that says, Thank you!

    Another item that I would like to put on the table is the despicable use of these emotional issues to encourage fund raising. Given the current shambles of accounting, what proof do we have that a gift to sports will be used on sports, or some other directed donation? Even if I do receive proof, I know that there is an assumption that certain line items can be underfunded because a community group or individual parents will step up to the plate. This will go on, as it should, but I expect that we’ll see contributions drop. Connect the dots. I will underfund sports because I know that the community will step up to the plate. I will use the money that I didn’t place in sports to hire another carpetbagger.

    If it wasn’t for our truly dedicated teachers, we would really be up the creek. God bless you for hanging in there.

    As long as we don’t make waves and dig deep into the problems, they will continue to mount and we will once again lose all control. Thanks to the BET, some members of the Finance/Claims committee and some members of the Common Council we have gotten more information this year than I can ever remember. Will this continue? We don’t know but we do know that there is plenty of waste and something needs to be done. We have learned about mismanagement, improper allocations of funds, across the board acceptance of the Superintendants policies with no accountability. We have learned of inadequacies in accounting and needs basis figures and we have seen first hand the scare tactics of this BOE when not given what they ask for. Are we going to just let this go away or are we going to follow thru on what is done at the top? Are we going to hold the BOE to a standard that we the taxpayers believe is appropriate or are we going to allow them to dictate to us?

    The board of ed met last Tuesday to determine the raises for Huey, Dewey, and Louie (Corda, Opdahl, and Lang). What was the results? Does anyone know? Have the raises been printed in the paper? This salary increase discussion is done during executive session; the public is not invited. If they renewed their contracts for one year, that means that they have three years– once again. Our only hope is that the board members did not renew, and we only have two more years of insanity. Lang is now paid for unused vacation time. What other perks do they get that we are unaware of?
