The house voted to send the budget bill to Governor Rell along with, what are called budget implementor bills. The Courant’s Mark Pazniokas refers to the 144 page, 123 section bill as a “a legislative buffet.” And so it is, cramming all sorts of items through a process that allows laws that did not pass on their own to be rolled into one that is used to fund legislation. And so, the Old State House in Hartford becomes the financial responsibility of the legislature since the Connecticut Historical Society can no longer afford its $600k upkeep. And, for the second try, 16 and 17 years olds are to be tried in juvenile courts for non-violent offenses instead of adult courts.
Ones that I like is the sales tax exemption from Jan 1 2008 through July 1, 2010 if you purchase a car that gets 40 MPG. I think those new Mini ads now make sense.
For Norwalkers, the law prohibiting insureres from requiring storm shutters is to take effect on JUly 1, 2007 instead of Jan 1 2008. There’s also some incentives for towns that zone land near transportation facilities or other public infrastructure for residential use with at least 20% affordable to low or moderate income people.
Governor Rell is expected to sign the bill.
