Corda starts the meeting:
The mission, according to Corda is to tkae where the budget is, and reconcile it against where the budget is approved at $141 and change. The bottom line according to Corda is that they need to find 6.1 million to be reduced.
FIrst he describes that there are some additions to the budget :
They have to budget for pension costs for food services workers and add an 500k extra for CL &P rate hikes that will hit the electricity line item.

The bill, otherwise know as AN ACT CONCERNING COMPASSIONATE CARE FOR VICTIMS OF SEXUAL ASSAULT passes the house on a 113 for to 36 opposed vote. It’s on its way to Governor Rell to sign it.
Meanwhile, thanks to Maura over at MyLeftNutmeg.com we know that Bruce Morris voted for it and it appears that Larry Cafero voted against it. Cafero tried to amend the bill but that amendment failed. Wisely, Morris decided not to speak on this issue.

Brian Lockhart digs deeper into the the recent bill passed the the House last week. Apparently Sal Corda, superintendent of Norwalk Public Schools and Joshua Starr, superintendent of Stamford Public Schools, are concerned that this will impact their budgets. From the Advocate:
School superintendents in Stamford and Norwalk are concerned that new state limits on out-of-school suspensions will have a negative effect on their already tight budgets.
State law defines a suspension as a student’s exclusion from school privileges, though not necessarily school, for five consecutive days.

Much like the rare sighting of the slender billed curlew, the BOE voted 8-1 against the grievance field by the Norwalk Federation of Teachers. The lone vote against the against, er, against Corda’s position was Bruce Kimmel. Kimmel has grown wary of the rubber-stamping flavored kool-aid drink being served by Corda these days, according to unnamed sources.
Tonight’s BOE budget meeting should be interesting, and I thank the poster who brought it to my attention.

In the end, Anne Carbone is guilty of bad judgment, and her court was her employer. The ethics panel, comprised of Common Council Members Carvin Hilliard, Mick Coffey and Rick McQuaid voted to dismiss an ethics complaint after the original complainants withdrew the complaint. From Matt “Mad Max” Breslow’s Norwalk Advocate article:
At the start of the hearing, Cassone said the committee had nothing to act on because the complaint had been withdrawn. He said that proceeding without the Diezes’ participation would force Carbone to defend herself against “vapor” and violate her due process right to confront her accusers.
