Well so much for getting much work done today, because after several phone calls I had to turn on CT-N to watch Bruce Morris bloviate on the Bill on Same Sex Marriage. Oh what a surprise Bruce Morris has decided to vote against it because:
marriage is “for the furhter of the human race, it is only heterosexuals couples that are born to have children without outside intervention”
But if you think my take is bad, take a gander what the dems over at myleftnutmeg have to say …
“Heterosexuals are doing a horrible job”
“upholding an institution meant to keep the species going”

But again, if his argument is that marriage should be restricted to those for whom procreation is a physical possibility, he ought to know that that in itself is a re-definition of marriage.

But the Senate also voted on HB 7077, otherwise known as “AN ACT CONCERNING THE STATE BUDGET FOR THE BIENNIUM ENDING JUNE 30, 2009, AND MAKING APPROPRIATIONS THEREFOR.”
Now, as much as I enjoy pointing out that Morris is up in Hartford voting against every issue that his base and campaign workers support, and doing so while the BOE doesn’t know here he is, or how much time he is working in at his day job, the budget seems to be the more substantial of issues to be concerned about.
When we last looked, Norwalk was gettign short changed under the ECS funding. And so has this changed? According to today’s Advocate:
Duff said a major factor in his support of the budget would be how much the income tax hikes are offset in by increased state aid.
According to data presented yesterday, total state grants to Norwalk would increase from $12.9 million to $13.7 million and grants to Stamford would increase from $14.3 million to $16.8 million. Smaller towns like Greenwich and Westport would receive about $953,000 and $973,000 more, respectively.
But many observers, including Duff, said the Democrats’ budget presentation did not break down the amounts for comparison with what Gov. M. Jodi Rell had put on the table in her Feb. 7 budget address.
The southwestern Connecticut delegation was furious a few weeks ago when Democrats on the Education Committee took Rell’s budget, which guaranteed tens of millions for their cities and towns, and rewrote the proposal to shift that school aid to other areas of the state.
For years, Fairfield County legislators have complained the state is blinded by high property values and needs to rewrite the Education Cost Sharing formula.
State Rep. Andrew Fleischmann, D-West Hartford and an Education Committee co-chairman, had assured colleagues from Norwalk and Stamford that the lost school aid would be offset by increases in grants for special education, road work and other areas Rell underfunded or ignored.
But that was not immediately evident yesterday. The Connecticut Conference of Municipalities, in a statement reacting to the Democrats’ plan, complained about the lack of details.
“The town-by-town numbers are overall grant numbers that make analyzing specific grant amounts very difficult, particularly (for) Education Cost Sharing,” CCM’s statement said.
It looks like Norwalkers will be paying more and getting reamed on the ECS funding. Bob Duff voted yes on the budget, Toni Boucher voted no to send it out of committee. The full legislature still has to vote on it.
