Norwalk: Eye On BOE Waste

Today’s Norwalk Advocate looks into the growing controversy over whether Bruce Morris, elected to the office of State Rep can also simultaneously perform his job as the Director of Human Relations for the Norwalk Public Schools. Let’s take a look at the job responsibilities are, from the Advocate:

Morris’ responsibilities include: Drafting and implementing diversity, conflict-resolution and other human-relations themed training for school staff, students and the community; investigating discrimination and harassment complaints; acting as the superintendent’s liaison with community agencies; and coordinating with the Norwalk Parent Leadership Training Institute.

“The nature of the conversation with the board was one of negotiating and providing assurances of my ability to perform,” Morris said. “It isn’t an 8 a.m. to 4 p.m. job. . . . There are things within the scope of the job that go beyond regular hours.”

Since 1998, which is how long Morris has held this position, how often has the “drafting” occurred. How often has training been performed and updated? Who is measuring the performance of this job? Why has, under Morris, violence increased at our schools? Clearly something was amiss long before Morris decided to become a state legislator.

But let’s not single out Morris here. The endemic problem is that Corda absolutely refuses to cut any administrative positions and instead wants to cut teacher positions because he’s throwing a little tantrum over not getting a big increase in the BOE budget and having to actually manage, by virtue of getting a smaller budget increase.

Instead of addressing all the positive outstanding performance instances that Morris may have performed we get the mealy-mouthed, see-no-problem, bureaucratese from the Advocate::

Corda said yesterday said Morris’ two jobs have not caused any difficulties. But the BET’s letter prompted the school board to meet in closed session with Morris earlier this week. No action was taken.

“We’re evaluating the position,” said board Chairwoman Jody Bishop-Pullan, a Democrat. “And we have to abide by the law.”

State law prohibits employers of 25 workers or more from discriminating against, disciplining or firing a employee who is elected to the General Assembly. An employer may withhold wages for time lost.

So is someone asking Morris to clock in and out of his job? Does any administrator clock in or out?

There’s no transparency with the BOE, but thankfully there is with the Connecticut General Assembly. So what has Morris been up to?

He submitted a bill that would require all restaurant workers to go through a first aide training program:

And he proposed a bill that would a allow disabled and low-income persons to exclude the value of the family home, when such home is the sole asset of the family and a family member is making an application for medical assistance from the Department of Social Services.

He’s also signed on as co-sponsor for other bills, which can be viewed here.

When Bruce Morris answered questions during the campaign last year, he proclaimed that he was deeply concerned about the issues of South Norwalk. He claimed he was concerned about the availability of jobs and and affordable housing and the cost of living in SoNo. Yet it seems clear that scanning through the bills he’s cosponsored in addition to the few he’s sponsored, the only job he’s concerned about is his in the guise of requesting more money for administrative jobs in education.

    If you ask any of the teachers that have had dealings with Bruce how they feel about his service to the community I wonder what you will get for answers. Very interesting article.

    What ever happened to programs with Norwalk City Police? I remember Officer Sheene (spelling may not be correct it has been awhile since I was a kid)coming to our schools and talking about all kinds of things. We also had DARE later on that has been helpful in giving children person to turn to in times of trouble. And these officers met with many families, how many people have been helped by Mr. Morris? How often is he in schools heading off problems before they get out of hand? Wht was that job created and who created it? Things that make me go HHHHHMMMMMMMMM.

    Interesting question #2
    What did happen to these programs? Dare is still in existance but there are not too many programs left that are beneficial to our children because adults have decided what is good and what isn’t and if they can spend money on frivilous things then why take the kids into consideration? The way we teach our kids these days is to reward them for bad behaviour and never confront them with responsibilty. The days of dicipline are over so why should police activities be any different? Our children are being taught that the police should be scrutinized at every turn and that they don’t need to be respected, just as our kids have no respect for teachers or any other authority figures. everyone has rights I know, but we have gone way over the boundries of teaching our kids right from wrong and we have allowed them to treat others with disrespect and downright hateful acts. Police programs used to be a deterent to unruly kids and teach them right from wrong, now they are just a babysitting service and they treat the officers like they treat their parents, absolutely no respect what so ever! teachers are supposed to teach and nurture our kids, instead they spend 3/4 of their day babysitting. This is all wrong! When are we going to get back to the basics of rearing our children the right way?

    With all respect, I have to disagree with how that is worded, but I’m certain we’re on the same page. I know for a fact that there are teachers who run a tight ship with very high expectations in their classrooms. The problem lies with administrators who would empty the system of veteran teachers for younger less paid teachers in order to free up monies for other purposes. To have a healthy school, there needs to be an appropriate mix of young and old, with old supporting new. Fresh ideas.. old horse-sense. The veterans clearly know that a tight reign on behavior produces the best results in academic data. Let’s support our veterans, please. With solid values, consistent high standards and parental partnership we can insist…no… demand.. accountable behaviors from students. Students who do not fully attend cannot learn or produce. A classroom that is chaotic cannot achieve positive results. It only is what we allow it to be.

    #4-I was referring to us as a society. Nothing against the teachers. They should in fact be paid annual bonuses of COMBAT PAY! I also believe that veteran teachers are so beneficial to our kids. They have been there and seen it! They are seasoned in all the facets of teaching and dealing. They can be a great asset to the incoming new teachers and they should be commended for their years of dedication. many of them have taught our kids and they learned right! They can take a new teacher under their wing so to say and show them the ins and outs of the way to reach our kids. Kids are not stupid, they know when teachers care about them and this gives them the incentive to learn and respect.

    Its about time this fiasco came out. This is a classic case of double dipping into taxpayers pockets. Whe someone runs for office they are well aware of the monies afforded them to serve their particular positions. many legislators do hold other jobs and it has to be very tiring trying to conduct business as usual at both ends. However, they are not doing this at taxpayers expense. If a person is hired for one of the most important positions in the city(overseeing our kids and their rights)then he/she should be held accountable for the time put into this position and abide by the required conditions of said position. I’ll just bet that nowhere in the job description does it mention PART TIME NIGHTS/WEEKENDS!
    I think all of us would agree that we would love to have a part time job that pays this kind of money and the applicants would be lining up at city hall to apply! Do the right thing Bruce. ONE OR THE OTHER!

    You can’t count the whole weekend. Bruce is busy all day Sunday with his church. Triple dipping!!!! He also works during the week in the evening at the church…..teachers, students suffer….administrators get$$$$$

    Bruce Morris is double dipping. This needs to be investigated by the police. This appears to be political corruption at its best and is disgusting.

    A simple foi request regarding all that Bruce supposedly does would verify that he is doing absolutely nothing. Someone should do this and expose the results to the public. It would make a very interesting read.

    Also, Bruce’s academic credentials need to be verified. It is unclear if he has a HS degree, and what he told the boe when he was hired regarding his less than stellar credentials.

    The boe is not much better since they are condoning this activity. It figures since they thought giving Roz McCarthy a 100k plus per year job after she left the boe as a reward for heading the search committee that found Sal Corda.

    The same job is supposedly awaiting Rick Fuller when he resigns his seat later this year. The rumor at city hall (where I work) is that his wife is lobbying for his spot. Rick also has numerous immediate family members employed by the boe. This is a real stinky situation.

    Bruce Morris comes from a distinguished political lineage. His father and mother in law are/were elected officials in Branford, and one only needs to google to see what a poor job they are doing. Also his father is best friends with Ed Marcus, the old party leader who only needs to be googled to see some of the stuff he has been involved in. Is there going to be a Norwalk-New Haven-Branford connection. That is one train with stops that appear to be a wreck in the making.

    If the BOE sets Fuller up in a job that will be a slap in the face to the taxpayers of Norwalk. He has missed meetings, when he was at meetings he was seen falling asleep/nodding off. And yes a bunch of people claim to be related to him who hold jobs in the school system. People like him and Morris are costly mistakes, and the cost is the absence of a qualified hard working person in either postion. Wouldn’t that be an original thought to hire a hard working well qualified candidate?

    What do want from a superintendent that by his own decree without out BOE approval gives all the administration staff a paid day off when schools are canceled because of snow. The day off does count toward their normal vacation etc. policy, but is truly an extra paid day off “gratis” . The rest of the employees in City Hall are required to be there on a snow day or use a vacation day. So much for productivity, how many hours of work are lost due to this policy , 3 years ago they got paid for 6 additional days due to the policy. What really was slap to the public was one of those days was when it was in the single digits and they canceled school because they didn’t want the kids waiting in the cold at the bus stop , what was the reason the administration didn’t come to work ? Too cold to get in your warm car and drive from NY! Hundreds of thousand dollars give away to administrators. So much for it being “it’s about the children”.
    The Bruce Morris question; another slap to the taxpayer . No one has ever answered what are his credentials and have they been verified? Were our elected BOE members??
    P.S. Teaches and staff at the schools have to make up a snow day not so the administration.

    In the Bruce Morris case the right thing to do is to look at the time allocation of the job and simply reduce the Director of Human Relations jobs to a part time status, say 20 hours a week, while the legislature is in session.

    Should the job be reduced or cut? Who has been picking up the slack if any with a Morris’ case load? Tell the people- what he has done? The powers that be cut more vauable people from department supervisor positions that did more for the promotion of the rigor of learning in this community than Morris.

    Accountability, or more so the lack of accountability is the issue here. Jodi Bishop-Pullan should be demanding accountability of time, performance, and budget. She’s not. Central office then acts as if they are above it all.

    I would advise teachers NOT to use work email for private use. Anything you type in email or any site you visit is monitored by a third party. Of course, you would think you would be entitled to your own opinions. Unfortunately, I highly doubt this is the case.

    More BOE issues, TG! Did you read today’s paper? It appears the circle wagons will be heading for tomorrow’s BET meeting. They present a convincing argument. Even Mr. Wilms commended the recent responses to the 32 questions.

    anon 14: Yes, any corporate provided internet access would be able to track what sites you are visiting, as well as email read and sent. So if that is an issue, please be careful. Sadly, this type of monitoring is something out of the war era, where back in the day, letters were read, censored, and radio transmissions tracked. I don’t think this is what the generations who fought in the world wars fought to protect.

    I read the BOE article, and plan to attend the BET meeting myself. I should have a post about it later.

    There are two key issues here - but the residents of Norwalk are going to have to want to take action, not preaching to the choir.

    1) We have a B of E that is more concerned with Corda than the actual educaitonal results with our children. I think the Board has to create an annual Admin Review of all administrators.. tie in thier salary increases, and even continued employment to performance of the children - this include principals, central office.

    2) The “Double Dipping” is endemic to the Administrators of our schools. Principals that have consulting businesses during school hours, Central office admin that do not spend full-time on the job. It appears that if your a member of the “executive staff” your excused from accountability. Bruce Morris is a prime public example - there is no way he can give the quality of work, focus to the schools, if he is in Hartford all day… there is no make-up time here. Day gone is a day gone… If Mr. Morris feels he can do both, than perhaps his job is not a full-time position, in which case it needs to be changed to a part-time and so the compensation and benefits….

    3) Dr. Corda has to be replaced. He claims no money for school supplies, yet his “commuting allowance” (Weschester to Norwalk) could well fund class materials, and at over $260,000 a year he does not need a “commuting allowance” while our schools are in “dire financial need”. - He is also the only Superindendent of Norwalk that has not lived within our community - Apprently to live here would be a “hardship” for his wife who has a medical practice in NYC. — Gives some insight in to his priorities - He has to be replaced with an Administrator who is a member of our community, and will focus on our kids, not just a carpet bagger looking for a large paycheck

    Oh, let me add, even Dr, Corda has issues with a full-time daily commitment - unless early afternoons are a part of the job.

    It should be interesting to see exactly who comes out in support of the BOE and their budget request. It is curious how some misguided soccer moms fall into the passionate “groupie” trap to blindly follow educational power-brokers with unabashed enthusiasm.

    It is so shameless.

    anon #17: Perhaps it is because there is only one side advocating to the public. The media fails to dig deeper and talk to teachers and school kids to see the whole picture.

    Thank you TG. You seem to have a broad knowledge in Education. Teachers are stand offish when it comes to speaking out. There are a lot of us that have great ideas that would not cost much and that would improve our system 100 fold. If there was a forum to speak about the improvements that could be made I would visit it and participate. I am a little hesitant when I speak here now that I know Big Brother is watching.
    The topic was waste;the majority of the waste is at the top and those responsible for making a system that is not teacher/parent/student friendly.

    Rumor has it that Bruce Morris’ appointment to his BOE job was political and there is no evidence that he has any qualifications for it. What’s up with that? Does anyone really know what his education and job history amounts to…is this an unnecessary job that was created in order to satisfy some political promise?

    anonymous 24: Heh, no frosted flakes over here, but I think that reporters do a much different job than what I do here. Here I get to write about what interests me, and insert my opinion along the way. It’s not really reporting, but I hope that it fills in added detail about things.

    Ah, turfy, now you’re getting to something here!!!

    There is a true climate of fear in Norwalk schools and very few teachers feel comfortable speaking out (as retaliation against them is swift and severe) but all you have to do is talk to a handful of Norwalk teachers to find out that Bruce Morris is NOT respected in the system.

    It’s no mystery to me how Morris can be in Hartford for 9 1/2 hour hearings yet his “workload” doesn’t suffer…that’s because he does little or no work as it is. Ask any boy who has ever been bullied because people think he is gay or any girl who has been sexually harrassed…there is only a certain category of child who Morris feels needs to be protected from discrimination in Norwalk schools.

    There is no way he should be allowed to retain full salary while he is working in the GA. It would be great if someone with time on her hands (Turfy?) would shadow him for a week and get a sense of how many hours he actually spends in Norwalk schools.
