Attending: Romano, Mount, Bonenfant, Tobin, Kydes, Straniti, Moccia, Maslan, Hempstead, Bondi, Conroy, Hilliard, Jaeger, King, Simms, Lindstrom
The meeting starts at 8:00 after the presenting of the colors by the Norwalk Girl Scout and Brownies.
They review the minutes Romano has some changes which then accept and then vote unanimously except Bondi abstains.
Public Participation:
David Park: Speaks in favor of the bikepath and pedestrian transportation plan by DPW. He mentions that the Norwalk Riverways have received a grant from the soon to be opening REI.
Bill Fitzgerald: Supports appointment of Reverend Dancy and reappointment of Alice Allen and Charles Stabinksy to the Board of Ethics.
Resignations & Appointments & Reappointments:
Leigh Grant resignation from SWRPA
The Mayor says some nice things about Grant and the loss of her presence to the board. She submitted a letter of resignation privately to the Mayor that outlined family issues.
Straniti says nice things and thank her for her service and help over the years.
Hempstead says nice things about Grant and hopes that she comes back when things stabilize with her family.
Lindstrom says nice things about her as well as worked well with her also.
David McCarthy appointed to SWRPA
Mayors Remarks:
Says that Stamford announced layoffs of over a hundred and that Norwalk was fortunate to avoid layoffs through diligent and hard work.
Council President
Hempstead: announces ethics boards appointments.
Rev. Albert Dancy appointment to Board of Ethics.
Alice Allen reappointment to Board of Ethics.
Hempstead says they received late notice that she did not want to be reappointed.
Sr. Charles Stabinsky reappointment to Board of Ethics.
Hilliard: Says he’s known Dancy for a number of years and that he is a good appointment.
Moccia: agrees with Hilliard that Dancy has no agenda.
They vote unanimously.
Hempstead: Reads the consent calendar.
They vote unanimously.
Public Works
Conroy: Items taken together (5a-5b) relate to Deering construction get contracts regarding paving programs.

Planning Committee:
Hempstead: reads item 7b which is the federal housing cooperation agreement and the Norwalk Housing Authority, and then makes a motion to table.

There’s some discussion about whether there are questions or not and Hempstead explains that they will table it to May because of the April agendas.
Bondi: Land Use and Building Management is meeting at 6 PM at Brien McMahon. The BOE is coming in and talking about inventory of computers in the schools.
