How about a hint.. I have checked most every place I could think of in Norwalk. I am down to a couple possible areas that might have an old signal actuator. Maybe, give us a taxing district. I give you credit. I though for sure I would have found this.

No, it's definitely a cross walk activator, you can read the "Automatic Signal" raised letters – where were their offices, somewhere in East Norwalk, maybe near the Dooney & Bourke outlet? That doesn't explain where it is, though.

my first guess was an antiquated cross walk activator, but after closer inspection it is clearly the board of education's random budget generator.
