the thing is, though, that there are many little children who, according to the transportation dept. at the BOE, live too close to their schools to be eligible for bus service - BUT have to walk along heavily trafficked roads with no sidewalks - and they're kind of long walks, not that the long walk is bad for the kid, but the danger is a little worrisome. And this, then, puts a financial hit on parents who are already struggling, by forcing them to either be late for work, leave their kids outside schools in bad weather, OR shell out for the before and after school programs when they don't make a lot of money but just enough not to qualify for the financial help.
