Norwalk Mayors Debate

This is probably the largest crowd I’ve seen for these debates. That is a good sign that people are eager to participate in politics.

Q1 Increased enforcement of zoning, health and demolition existing laws.

Walter Briggs: We would look at each department and makre sure that we have adequate people and staff to enforce these laws. Would add 1 or 2 enforcement officers.

Dick Moccia: I did add an enforcement officer, but that itsn’t enough unless you follow it up in court. We have over 100 cases in court enforcing our laws or zoning violations..

Scott Merrell: Doesn’t believe in big government, and thinks that people should be able to face their accusers. Things the redevelopment agency violates laws by removing 3 gas stations, and the maritime motors that supplied 40 jobs. We never had strong arm tactics of city government against the city residents.

Q2 Name 2 or 3 additional ways besides create energy efficient buildings, to reduce use oil and gas.

Dick Moccia: All the redevelopment projects will have a green technology component, and Norwalk is applying for grants. This building has received an energy star classification. Resdient have to contribute too.

Scott Merrell: Best thing to do is to give Manresea back to the state of new york. It isn’t changing light bulbs its time for them to generate their own power on their own waterways. Let’s go after the superfund to go after the Mecury contamination. That would be the best impact we could do.

Walter Briggs: I have pushed for green development, POKO partners is one of the great examples, would like to work with local energy groups to provide more energy from the cuty instead of buying it from CL&P. Oyster shell park could be the first park to generate its own energies.

Politicians often propose expanding or cutting government programs, when you think of yourself as at taxpayer are you are more or less inclined to cut or increase programs.

Scott Merrell: I’d be the first mayor to cut back property taxes. We tax at double rates what Darien, Westport, and New Canaan. Claims that Briggs and Moccia don’t live in Norwlak. We should be like California which bases the property tax on the sales price not on projected values. Norwalk is the only city that is forcing residents out because of property tax increases, where in 1998 there was a surplus the taxes were still raised.

Walter briggs: The taxes provide the services for the citizens of Norwalk, through redevelopment we hope to keep the property taxes lower. We provide more services than the other services. We have hospitals that these other cities don’t have.. Norwalk has had is funding cut back and with his finncial background to make sure Norwalk is doing its best.

Dick Moccia: Last he checked Walter and he do live in Norwalk. Its state law that we have to reevaluate property taxes. We have to pave roads, fix the flooding, We live in a state that doesn’t recognize that we are the 6th largest city in the state and yet we don’t get funding help. Bridgeport, Hartford, New Haven have gotten way more. Windham Ct got 28 million, but Norwalk got only 15 million. No elected official likes to have to put a reval in, but until the state legislature gets rid of it we have to live it.

The moderator can’t keep track of who is supposed to speaking.

Q3 Please comment on new zoning regulation that allows to have affordable units offs site:

Walter Briggs: In favor of the affordable housing regulation. Authored much of the regulation, and is proud of it. Sometimes it is more economical for the developer to put affordable units nearby,

Dick Moccia: Offsite housing, if you want workforce housing, as long as you get the housing in Norwalk. That’s the most important thing to get it in Norwalk. We’ve continued to pressure all projects to contain affordable hosuing. There’s nothing wrong with it.

Scott Merrell: What is the purpose of using a developer to make affordable housing when they are taking away affordable housing. The big secret is that these big development projects that get a tax exemption for 20 years, and they can use the exemption to pay for bonds. Little Norwalk isn’t a city in the sense of NYC with 14 million people. Them roe redevelopment projects you do, you shift the tax burden to existing residences. Condos in maritime years, you property tax gets deferred for 5 years. The city doesn’t get a cut of this.

Q4 Do you support the use of the city’s bonding to help developers.

Dick Moccia: We are not going to give the developers the taxpayers pocketbook. We are going to use our triple AAA credit rating to let the developers to borrow the money. We can’t allow West ave, Wall Street and Issac streets to lie dormant. It is important to provide housing, restaurants and retail. The democratic council worked hard to get that bond rating.

Scott Merrel: I’m against paying someone else’s loans. The Redevelopment Agency is a modern day Tammany Hall. Do we vote on on taking the car dealership or gas stations. The citizens should be able to vote as a referendum on this project. Cites the Academy Awards location as an example. Project after project after never make a profit. The maritime center doesn’t make a profit. How is it economic development if you take away a car dealership that supplied 40 jobs. The most corrupt cities gets the most state funding. Norwalk is run well so we only get $15 million. Double is double. Double what Darien pays, double what New Canaan pays in property taxes.. We should get proportionately what out population is.

Walter Briggs: I’ve got to correct a couple of things. Martime yards was sold for $50 million and we got $250k conveyance tax. There is no 5 year free property tax. They didn’t offer it to me, [Moccia chimes in, nor me… Crowd laughs] When all the property is all developed we should get 4045 million in new tax revenues. These developments are absolutely necessary, these should have been done years ago, and we worked hard to make sure that they are done right.

Q5 Under the parking system instituted under the previous administration Norwalk charges more than other city. What changes would you make?

Scott Merrel: There’s no parking charges in Rowayton,, Darien, or Westport. Numbers don’t lie. If we are only getting $250k out of $50 million, we are begging for scraps. [he is actually continuing on the last question] You keep shifting all these taxes, the economic engine of the state of Connecticut is Fairfield county, they should give us our proportional share of state revenue. We pay 14,500 to flunk kindergarten. I’m not afraid of the school teachers union, …

Moccia: You’re glad you don’t have to follow that Walter. (laughter)

Dick Moccia: The question was not factual. I parked in Stamford and paid $7 for 1.5 hours. I have removed the meters on Wall street and made improvements on how to get in and out of Webster lot, we’ve made LAZ more accountable and reduced the rates. We need those fees to maintain the system and the garages. I’d like to form a special services district to pay for services that will allow them to have reduced parking fees. We implemented the boot program to get people to pay parking tickets that they have ignored. We collected $1 million in fees. We have turned the parking system around. And we will continue to do so.

Walter Briggs: When you ran against Alex you wanted to cut parking fees, I’m glad you agree with Alex now that we need paid parking. I believe in paid parking, you cut the 45 minute grace period to 15 minutes, I’d restore it back to 45 minutes. Unfortunately the maritime garage was more expensive and we had to raise the parking fees too high.

    Wow Scott Merrel made the most sence and will get my vote. I dont like his hat but I did not like Jenny Caves either and she was not so bad. Norwalk needs a change from someone looking from a home owners point of view maybe its Scott.

    Norwalk needs some sort of innovative thinking to solve infrastructure problems. Right now we’ve got good ole boys working with other good ole boys to do more of what didn’t work before.

    Why can’t we get someone who has vsion and innovative thinking in City Hall? Here’s a good link to new ways of thinking about storm water runoff and (maybe) addressing the flooding problems…

    Sounds like they all agree Norwalk must supply all of the affordable housing for the whole state of CT. I am so sick of the same BS can we change the station. Norwalk has done more than its fair share let some other towns take responsibilty. # 2 I agree we need innovative thinking, however the problem is in order to get good thinkers you have to pay them and the mayor position doesent pay enough. Pay Corda what he is worth then we can use that extra money to up the salary for mayor and fix the roads.

    Scott starting winning over the crowd once he said the word Kennedy,,funny with all that was said and written my take there last night was not the same,,,

    I listened to teh candidates,,lets be serious folks a sense of humor may make this election but loking the way two of them were doing against a guy who for what I can see is out there all odds against him talking to us making more sense than the other two..

    Its odd how one can be republican and show no ties to Hartford,,I’m wondering if a nobody will have more inpact with Rell?

    What did I get out of last night? not much but did see why everyone is worried about independent thinking,,it just may work in Norwalk

    The League Ladies were dithering and lost all control (if they ever had it)of the Mayoral Debate. No idea of how they would handle the order, no time limit on rants, no clue.
    I’d prefer to go back to the day when the LWV was esteemed and their leadership was something to be proud of. Poor example of women in leadership.

    I’ve always said the news starts here and ends here, both news sites became conscious when she started adding pictures and telling more of the story,,then the readers who see from their window what was happening in the city wrote in also.

    Funny how the candidates wanted to draw a line last night to how long they lived in the city, how many of their family members lived here, mothers, fathers ect. an outsider with knowledge of how a city runs is whats needed..no favors no strings may be an option some day.

    The mayor started out reconizing we are the 6th largest city in the state but also noted we were not getting the money we deserve, yet when its said out here others defend Dick and what we have received in grants and awards ,,being on the same page with your candidate is important,,

    Maritime Aquarium has not turned a profit is this true?
    or are we basing the payback of loans that hasn’t transpired?

    The 50 million dollar deal,,, what was the amount of Norwalks capital that was used to make that kind of money? yes we were paid back by now correct?

    No one can say cuting taxes is the platform but what about additional fire and police where will that money come from? Honestly we cannot put another year in waiting for police officers to be hired to fill just what we were suppose to have ,,those standards and numbers are old if we are the 6th largest city.

    $7 dollars to pay for parking in Stamford, and how much in Norwalk $5 dollars, the boot program? like we are going to see that kind of money all the time,smoke screens are like red herrings they mean nothing to a taxpayer.

    last night showed me one thing,,if they fixed the lights in the parking lot it would be safer for a lot of resdidents who use city hall at night ,,do we pay for those lights if they are broken or not? or is this just a maintenance problem?

    darkest parking lot I have ever been in, anyone else notice that?

    Mr. Greenpeace, the ship is at the dock as part of a fundraiser for the Maritime Aquarium. The city is not hosting it, its just letting it dock there.

    so where will everybody park to attend? I was told a week its as going to be there, its a nice ship, I’m sure the cause is worthwhile but now we all now why the barge was there all week with a clamshell digging who paid for that?

    If the city isn’t hosting it why are we paying a harbour master to park support trucks in the parking lot and refuse anyone to park to see it with barricades all over the place,

    trouble is to go see it they have closed off all the parking spots ,,a shame we can’t all simply go an look at such an awesome ship..came with its own houseboat for its employees,,

    anyone has a chance to go see it and is into boats its worth the trip..

    isn’t this the art gallery ship? figure we would have some Norwalks residents enjoy such things , is there going to be a public showing? We are hosting this dingy for the week , it will need services i asume by the looks of it..

    The young vote is concerned about who will live out their term and right now the ten gallon hat seems like he may last the two years..he is younger, and if he keeps going like he is may stand a chance..to think the people of Norwalk are detached from the issues,,
    I think not, the younger vote is now looking at the issues , and wonder why they were not addressed the other night.Maybe its time for a radical change at city hall.

    The yacht is a for profit venture and the Benefits are “invitation only” — admittedly for good causes. The purpose is to attract well-heeled art lovers and — hopefully — sell some art. So, yes, it is a private, for-profit enterprise using the public park — sort of like Herb Grant’s Jazz Festival. Seafair, though, appears to be giving back a heftier chunk of change to local nonprofits. The owners also did not use elected office as a springboard for their business venture — as did Herb Grant. Big difference.

    Maybe, TG, the good news is that Seafair has identified a demographic worth pursuing in Norwalk. Could Whole Foods finally see the light?

    high road: The hullabaloo about a boat docking at Vets park is somewhat baffling. Yes, why not have a private for profit enterprise use the park.

    Herb Grant is on the Maritime Authority in addition to the council, and it is clear that his contributions to Norwalk extend well beyond simply (following yoru allegations) fostering arts and culture for self profit.

    Meanwhile, Whole Foods pay attention!

    #22 proves you can read it here first on the Blog, and yes its great as I said before its in the city, but with all the fanfare and promotion I would think a lot of residents who understand and use art as their craft would enjoy a stroll thru,,I figure with all the places I take my kids this would not be foreign soil to them ,,mom was an art gallery worker for many years in Ny.

    As for herb well i never really like what transpired there but to have the city host such an awesome ship and not include us I thought was simply in poor taste.

    No objections to Seafair — or even for-profit use of public parks with a portion being given back to community non-profits. Encouraging art and music? Great. Let’s have more of it.

    Herb Grant, however, used his public office as a platform to build his own business. He did not go looking for a music producer to come to town and bring a festival to Norwalk. He promoted himself and launched a profit-making enterprise using the contacts made as an elected official and his elected position. That’s unethical.

    Simple principle: don’t mix your (or your relatives) personal financial gain with your responsibilities to your constituency. Seafair does not; Herb Grant did. Big, big difference.

    The ship went through the exact same procedures as anyone else wishing to use Norwalk Parks, docks etc. Why is it that everyone needs to find fault. This ship will be docking in several towns across CT and no one but Norwalk residents have a problem with it. The Maritime Center happens to be the recipient of a percentage of the proceeds and this is a bad thing?

    Did anyone read the article by Tim Stelloh from the Advocate on the sediment that comes out of the river and U.S. Sen Charles Schumer calling for teh EPA to ensure Norwalk does the right thing?

    Takes someone outside the city, outside the state to ensure the right thing gets done with disposal,,yet the only thing the city and state have to say is the Army Corps of engineers say,,well they have been wrong before and in the eye of the controversy is polycyclic aromatic hydrocarbons is whats in the harbor.

    I don’t have a problem with it but some have a problem with me I like full disclosure, so tell us more about the procedure and what transpired to get the ship in along banks that were close to the ship..in case i want to bring mine in..

    Who pays for the harbour master to meet with the Captain last night for a couple of hours and then what environmental procedures need to be maintained with three vessels in the harbor, we do take great care in keeping oils out of the river, are we expected to see boom around the ship as there was in other harbors to contain any sheen coming from them?

    Its odd ask questions and become enemy number one, who is everyone? you talk like there is 100,000 residents concerned about our waterways and environment..

    this took the heat off the candidates didn’t it?

    I don’t think Walter or Dick were making fun of Scott, he was lending the comic relief material himself. There were very few constructive questions going around that night so it is anyones guess who really went away from that debate knowing any more than they did when they got there. The in district council debates were even worse and the at large debate was more like tea and crumpets on a Sunday afternoon.

    I was with some younger couples at a condo meeting last night who I had stated earlier were condo sitters and detached from politics in Norwalk,,I was wrong they are looking at the age and not the substance because as its been said there was none, they figure Merril is young and stands to secure their future as opposed to the other two..

    Scott Merrill is not young. he just sits in the tanning bed a little longer than most and has enough money to have facials and whatever else he needs to look that way. get a little closer my friends, he’s got as many wrinkles as the rest of us. Anyway, who is running for mayor that has a good sense of money, people and management? If you look to those three needs Merrill does not fit. What are his true intensions? And as far as Jenny Cave goes #1 I don’t think you were old enough to remember her years as Mayor. Putting on a hat may have been the only thing she did in a day. No disrespect to the departed, there was no one else running at the time of worth.
